The current system of production-related aid is not only stimulating the human and environmental desertification of the southern part of our continent, but is also making the work of those who adulterate olive oil easier, enabling them to cheat the Community budget, cheat consumers of their right to buy a natural, high-quality product, and cheat the farmers.

considérant que l'article 11 paragraphe 6 du règlement no 136/66/CEE du Conseil, du 22 septembre 1966, portant établissement d'une organisation commune des marchés dans le secteur des matières grasses (4), modifié en dernier lieu par le règlement (CEE) no 1556/84 (5), prévoit qu'un pourcentage de l'aide à la consommation est affecté à des actions d'information et, éventuellement, à d'autres actions visant à promouvoir la consommation d'huile d'olive dans la Communauté; que, compte tenu de la situation intervenue sur le marché de l'huile d'olive, notamment après l'adhésion de la République hellénique à la Communauté, il convient de prévoir la possibilité d'utiliser des montants résultant de la retenue du pourcentage visé ci-avant, pour promouvoir la consommation de l'huile d'olive communautaire aussi bien sur le marché communautaire que sur le marché mondial;
Whereas Article 11 (6) of Council Regulation No 136/66/EEC of 22 September 1966 on the establishment of a common organization of the market in oils and fats (4), as last amended by Regulation (EEC) No 1556/84 (5), provides that a percentage of the consumption aid is to be allocated to publicity campaigns and possibly to other projects for the promotion of the consumption of olive oil in the Community; whereas, in the light of the situation on the market in olive oil, in particular following the accession of the Hellenic Republic to the Community, provision should be made for the possibility of allocating the percentage referred to above for the promotion of the consumption of Community olive oil on both the Community and the world markets;

Quant aux autres mesures connexes proposées (voir aussi chapitre IV de cette note), on peut les regrouper autour de quatre orientations : a. AMENAGEMENT DE LA CORESPONSABILITE effectuer la perception du prélèvement de coresponsabilité pour les céréales lors de la mise sur le marché (plutôt que lorsde la première transformation). b. AMENAGEMENT DE L'INTERVENTION OU DES MECANISMES DE SOUTIEN . une réduction du montant des majorations mensuelles pour les céréales, le riz, l'huile d'olive et les graines oléagineuses; . un aménagement du système d'intervention en vigueur pour la viande bovine en vue d'éliminer certaines dispositions qui favorisent un apport massif en intervention; . une extension de l'utilisation de la grille communautaire de classement pour la viande bovine au régime de l'aide au stockage privé; . une amélioration du système de préfixation du montant de l'aide pour les graines de soja, vu l'importance acquise par cette production dans la Communauté. c. NORMES DE QUALITE . maintien de la bonification de prix accordé pour le seigle et le froment panifiables maintien du bonus à appliquer au prix d'intervention pour le colza "00".
As for the other related measures proposed (see also Chapter IV of this memorandum), there are four main headings: (a) ADJUSTMENT OF CO-RESPONSIBILITY The co-responsibility levy to be collected for cereals on release to the market (rather than at first processing) (b) ADJUSTMENT OF INTERVENTION OR SUPPORT MECHANISMS . A reduction in the amount of the monthly increases for cereals, rice, olive oil and oilseeds; . an adjustment in the intervention system in force for beef/veal with a view to eliminating certain provisions which help to promote very heavy offers to intervention; . an extension of the use of the Community classification scale for beef/veal to the private storage aid scheme; . an improvement in the system of advanced fixing of the aid amount for soya beans, given the importance this product has assumed in the Community. - 4 - (c) QUALITY STANDARDS . Retention of the price increase granted for breadmaking rye and wheat; . retention of the bonus to be applied to the intervention price for double-zero rapeseed.

Le PIM prévoit aussi des interventions promotionnelles pour l'huile d'olive et les produits typiques en vue de garantir l'origine et la qualité des productions et d'en promouvoir la diffusion surtout sur les marchés extra-communautaires.
The IMP includes promotional measures for olive oil and products typical of the region, aimed at certifying origin and quality, and promoting these products on markets outside the Community in particular.
