Urges the Commission to intensify its contribution to analysing the causes and implications of the recent financial market turmoil, in particular regarding transparency, evaluation standards and risk management; insists on close consultation with Parliament, leading to clear recommendations on how to improve the stability of the financial system and its ability to provide secure long-term finance for European business on the basis of the ECOFIN conclusions from the beginning of October 2007; regrets, however, the absence of concrete proposals, in particular regarding hedge funds, rating agencies, upgrading the three existing supervisory committees, supervision and foreign state investments in EU industries;

10. regrette les difficultés permanentes rencontrées avec le Conseil dans le cadre des procédures de décharge pour les exercices 2007, 2008 et 2009, en vue d'engager un dialogue ouvert et formel avec la commission du contrôle budgétaire et de répondre aux questions de cette dernière; rappelle que le Parlement a refusé la décharge au secrétaire général du Conseil sur l'exécution du budget du Conseil pour l'exercice 2009 pour les raisons données dans ses résolutions des 10 mai 2011 [10] et 25 octobre 2011 [11];

Regrets the continual difficulties encountered with the Council in the discharge procedures for the 2007, 2008 and 2009 financial years in terms of an open and formal dialogue with the Committee on Budgetary Control and responses to the Committee’s questions; points out that Parliament refused to grant the Secretary-General of the Council discharge for implementation of the Council budget for the financial year 2009 for the reasons set out in its resolutions of 10 May 2011 [10] and 25 October 2011 [11];

Recognises attempts by the Council and the Commission to organise a second round of the European Union-Uzbekistan dialogue on human rights in May 2008 and commends the Commission on its efforts to organise a civil society seminar on media expression in the margins of the dialogue, possibly in Tashkent; points out once again that the holding of a dialogue on human rights and experts' meetings on the 2005 Andijan massacre do not in themselves constitute progress and cannot be used as a reason for the lifting of sanctions; notes that the absence of an independent international inquiry into the Andijan massacre and the lack of any improvement in the human rights situation in Uzbekistan — these being the conditions laid down by the European Union for the lifting of sanctions — have logically led to the sanctions against Uzbekistan being extended; welcomes the fact that the conclusions of the General Affairs and External Relations Council of 15-16 October 2007 have introduced specific conditions which have to be met within a period of six months in order for the visa restriction suspension to be maintained; invites the Council and the Commission to carry out a serious assessment of the impact of the decision to suspend for six months some of the visa restrictions that form part of the European Union sanctions against Uzbekistan, and to review the overall human rights situation in the country; deplores the fact that Uzbekistan has so far failed to deliver any progress in any of these respects; pays tribute to the work done by its Subcommittee on Human Rights in closely monitoring the human rights situation every six months so as to provide the Council with regular parliamentary assessments and recommendations as regards the EU policy to be adopted in this matter; is appalled by the presidential election held on 23 December 2007 in Uzbekistan, which according to the ODIHR was ‘held in a strictly controlled political environment, leaving no room for real opposition, a ...

66. confirme son soutien aux sanctions contre l'Ouzbékistan appliquées par l'UE après le massacre d'Andijan; regrette les avancées très limitées réalisées en ce qui concerne les critères fixés pour l'évaluation de la situation générale des droits de l'homme; prend acte de la décision du Conseil du 15 octobre 2007 de prolonger de 12 mois l'embargo sur les armes et de lever sous condition les restrictions en matière de visas pour une période initiale de 6 mois; presse les autorités ouzbèkes de saisir cette occasion pour prendre des mesures concrètes afin d'améliorer la situation des droits de l'homme, d'honorer les engagements qu'elle a contractés en la matière au niveau international et de satisfaire aux conditions fixées par l'UE;
66. Confirms its support for the sanctions against Uzbekistan imposed by the EU after the Andijan massacre; regrets the very limited progress made in relation to the set criteria for assessing the general development of the human rights situation; notes the Council’s decision of 15 October 2007 to extend the arms embargo for another 12 months and conditionally suspend the visa restrictions for an initial period of 6 months; urgently calls on the Uzbek authorities to take advantage of this window of opportunity in order to take concrete steps to improve the human rights situation, honour its commitments to international obligations in this area and satisfy the conditions set by the EU;
