Le 3 novembre 2009, le procureur général de Bulgarie de l'époque a adressé une demande à l'Assemblée nationale bulgare en vue d'obtenir l'autorisation d'ouvrir une procédure pénale contre le Premier ministre Stanishev.
On 3 November 2009, the then Chief Public Prosecutor of Bulgaria sent a request to the National Assembly, asking for authorisation to bring criminal proceedings against Prime Minister Stanishev.

Sur cette base, le 16 septembre 2011 la Commission a présenté une recommandation au Conseil en vue d’obtenir l’autorisation d’ouvrir des négociations avec la République d’Azerbaïdjan sur un accord visant à faciliter la délivrance des visas et un accord de réadmission des personnes en séjour irrégulier.
On this basis, the Commission presented, on 16 September 2011, a recommendation to the Council requesting authorisation to open negotiations with the Republic of Azerbaijan on a visa facilitation agreement and an agreement on the readmission of persons residing without authorisation.

(11b) If the Commission requests additional information from a Member State in connection with its assessment as to whether that Member State should be authorised to open negotiations with a third country or third countries, such a request should not affect the length of the period within which the Commission must give a reasoned decision on the application of that Member State to open such negotiations.

(11) In order to ensure that an agreement envisaged by a Member State does not render Community law ineffective and does not undermine the proper functioning of the system established by its rules, as well as to ensure that it does not undermine the Community's external relations policy as decided by the Community, the Member State concerned should be required to notify the Commission of its intentions with a view to obtaining an authorisation to open or continue formal negotiations on an agreement as well as to conclude an agreement.
