E. considérant que la stratégie Europe 2020 a, parmi ses cinq grands objectifs, pour objectif souple, c'est-à-dire sans possibilité de sanctions, la réduction de 20 millions du nombre de personnes menacées par la pauvreté en fonction de trois indicateurs arrêtés par les États membres (le taux de risque de pauvreté après transferts sociaux, l'indice de dénuement matériel extrême et le pourcentage de personnes vivant dans des ménages à très faible intensité de travail ou dans des ménages sans emploi), et que comparé aux 116 millions de personnes menacées de pauvreté et aux 42 millions qui vivent dans un dénuement matériel extrême, cet objectif, qui certes, reconnaît l'importance de la lutte contre la pauvreté et l'exclusion sociale, traduit dès le départ l'abandon de millions de personnes en Europe, avec le risque d'effets de seuil laissant les plus faibles à l'écart des politiques visant des résultats quantitatifs; considérant que si on ne part pas des situations les plus difficiles à résoudre, les politiques mises en œuvre ne les atteindront pas; considérant que la plateforme européenne contre la pauvreté constitue l'une des sept initiatives phare de la stratégie Europe 2020,
E. whereas one of the five major objectives of the Europe 2020 strategy is the soft target – i.e. not coupled with sanctions – of reducing the number of people at risk of poverty by 20 million, on the basis of three indicators agreed upon by the Member States (the at-risk-of-poverty rate after social transfers, the severe material deprivation index and the percentage of people living in jobless households or households with very low work intensity); whereas, although this target acknowledges the importance of combating poverty and social exclusion, the figures of 116 million people at risk of poverty and 42 million living in conditions of severe material deprivation mean that, from the outset, it reflects the abandonment of millions of people in Europe, with the associated risk of generating threshold effects which exclude the most vulnerable people from the scope of policies geared to measurable results; whereas, if the most intractable situations are not addressed from the outset, the policies implemented will have no impact on them; whereas the European Platform against Poverty is one of the seven flagship initiatives of the Europe 2020 strategy;

Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by .* , or shall ensure that the social partners introduce the necessary provisions by way of an agreement, whereby the Member States must make all the necessary arrangements to enable them to guarantee at any time that the objectives of this Directive are being attained.

Points out that it is essential to build an increasingly broad common base in Europe which safeguards sustainable and universal pension schemes, based upon the concept of solidarity and social cohesion; calls on the Council to agree on an open method of coordination in this field, based on commonly agreed social objectives, and follow-up instruments such as indicators, and to gradually extend it to social protection in general; calls for a more balanced and integrated approach to questions related to pensions at the EU level and for priority to be given to their social and universal purpose, and insists in particular on a more active role for the Employment Council and the Committee on Social Protection in formulating the annual broad economic guidelines;

(3) Afin de promouvoir les objectifs sociaux de la Communauté, il y a lieu d'arrêter des dispositions spéciales, notamment en ce qui concerne l'implication des travailleurs, visant à garantir que la création d'une SCE n'entraîne pas la disparition ou l'affaiblissement du régime d'implication des travailleurs, existant dans les entités participant à la création d'une SCE.
(3) In order to promote the social objectives of the Community, special provisions have to be set, notably in the field of employee involvement, aimed at ensuring that the establishment of an SCE does not entail the disappearance or reduction of practices of employee involvement existing within the entities participating in the establishment of an SCE.

(3) Afin de promouvoir les objectifs sociaux de la Communauté, il y a lieu d'arrêter des dispositions spéciales, notamment en ce qui concerne l'implication des travailleurs, visant à garantir que la création d'une SE n'entraîne pas la disparition ou l'affaiblissement du régime d'implication des travailleurs, existant dans les sociétés participant à la création d'une SE.
(3) In order to promote the social objectives of the Community, special provisions have to be set, notably in the field of employee involvement, aimed at ensuring that the establishment of an SE does not entail the disappearance or reduction of practices of employee involvement existing within the companies participating in the establishment of an SE.

Le Comité veille à ce qu'il y ait un dialogue permanent entre le Conseil, la Commission et les partenaires sociaux, afin de permettre à ces derniers de contribuer à arrêter la stratégie coordonnée en matière d'emploi, en tenant compte des objectifs économiques et sociaux de la Communauté.
The Committee ensures that there is continuous dialogue between the Council, the Commission and the social partners, in order to enable the social partners to contribute to the coordinated employment strategy, taking into account the economic and social objectives of the Community.
