Des changements sont en cours dans cette région, une région qui, comme nous le savons tous, est confrontée à des problèmes économiques et structurels graves, mais il y a indubitablement des signes encourageants. Les présidents de la région partagent une volonté d’avancer de manière pragmatique dans le domaine de l’intégration économique. Il y a ce nouveau pas en avant de la Banque centraméricaine d’intégration économique, qui est à mes yeux très prometteur. Il y a des plans de réforme des institutions d’intégration, et notamment des réformes relativement profondes du parlement centraméricain. À cet égard, la présence et la voix de l’Union européenne doivent contribuer à montrer clairement que nous ne nous complaisons pas uniquement dans la diplomatie en cas de situation conflictuelle, mais que nous faisons les mêmes efforts et accordons le même sentiment de priorité que lorsqu’il s’agissait de faire avancer de manière décisive les processus de paix dans la région, que nous sommes toujours aussi désireux et déterminés à améliorer la situation politique, économique et sociale dans une région déchirée par les problèmes historiques et actuels.
Changes are taking place in the region, a region – as we all know – plagued with difficult structural and economic situations, serious ones, but there are undoubtedly encouraging signs; there is a shared will amongst the Presidents of the region to move forward pragmatically in the field of economic integration; there is a new stage for the Central American Bank for Economic Integration, which I believe to be very hopeful; there are plans for the reform of the integration institutions, in particular fairly thorough reforms of the Central American Parliament and, in this regard, the European Union’s presence and voice must contribute to demonstrating clearly that we do not just indulge in diplomacy when there are situations of conflict, but that we apply the same effort and the same sense of priority which was put into decisively assisting the peace processes in the region, that we still have the will and the determination to aim at improving the political, economic and social situation in a region so devastated by historical and current problems.

Il sera oeuvré au rapprochement des dispositions législatives et réglementaires, sur la base de priorités fixées conjointement, axées sur les éléments de l'acquis les plus à même de stimuler le commerce et l'intégration économique, compte tenu de la structure économique des pays partenaires et du niveau actuel d'harmonisation avec la législation de l'UE.
Legislative and regulatory approximation will be pursued on the basis of commonly agreed priorities, focusing on the most relevant elements of the acquis for stimulation of trade and economic integration, taking into account the economic structure of the partner country, and the current level of harmonisation with EU legislation.

De ce fait, les gains que l'Allemagne et l'Italie, en particulier, tirent d'une stimulation de la croissance dans les nouveaux Etats membres sont substantiels. Mais tous les pays actuels de l'Union européenne devraient en bénéficier ainsi que de la croissance plus élevée observée sur le marché de l'Union que cette stimulation susciterait, de la même façon qu'ils profitent de la croissance dans les pays de la cohésion et les régions d'Objectif 1 (voir Quatrième partie, section sur les Fonds structurels en tant qu'instrument d'intégration économique).
The gains to Germany and Italy, in particular, of stimulating growth in the new Member States are, therefore, substantial, though all existing EU countries stand to benefit from this and from the higher growth of the EU market which it will give rise to, in much the same way that they benefit from growth of the Cohesion countries and Objective 1 regions (see Part 4, section on the Structural Funds as a means for economic integration).

Pour profiter de cette bonne santé, et aussi apaiser les craintes suscitées parfois par un tel ascendant, la Chine encourage actuellement d'ambitieuses initiatives d'intégration économique régionale, notamment le programme ANASE + 1, qui vise à créer une zone de libre-échange entre les dix pays membres de l'ANASE et la Chine d'ici à 2010.
Building on this, and also seeking to assuage fears at times linked to its ascendance, China is promoting ambitious initiatives for regional economic integration, notably the ASEAN + 1 scheme, which aims at the creation of a free trade area between the 10 ASEAN countries and China by 2010.

What we should remember is that the trade situation in the outermost regions will evolve in line with the current process of economic integration in their geographical areas, and the resulting impact must be regularly assessed.
