Afin de mettre en œuvre le concept de marchés pilotes, la Commission a proposé, dans sa récente communication sur l’innovation[4], de consulter d’abord les parties prenantes, notamment les plates-formes technologiques et les panels d’innovation de l’initiative Europe INNOVA, de déterminer les domaines dans lesquels une combinaison de politiques de l’offre et de la demande pourrait contribuer à l’émergence de marchés favorables à l’innovation et, enfin, de lancer en 2007 des initiatives pilotes dans les domaines les plus prometteurs.
In order to make the lead markets concept operational at European level, the Commission has proposed in its recent Communication on Innovation[4] to, firstly consult stakeholders, in particular Technology Platforms and the Europe INNOVA Innovation Panels, to identify possible areas where a combination of supply and demand side policies may help the emergence of innovation-friendly markets and, secondly, to launch pilot lead markets initiatives in the most promising areas in 2007.

Notably, the Cohesion Fund resources can mobilise up to EUR1.5 billion yearly for infrastructure investment in the four countries of Cohesion, in addition to the contribution of the European Regional and Development Fund (ERDF); EUR10 billion have been made available in support of activities related to research, technological development and innovation; and the European Social Fund (ESF) is providing EUR20 billion for ICT skills and EUR7 billion for entrepreneurship skills.

Is of the opinion that an effective urban mobility policy should take into account the transport of persons as well as of freight and must therefore be based on as fully integrated an approach as possible, bringing together the solutions best suited to each individual problem; firmly believes that urban areas have economically sound potential to offer for further modal shift policies in favour of public transport, walking, and cycling and for a new approach to urban logistics; considers it essential in this connection to focus on technological innovation (wider use of ITSs), better exploitation of existing infrastructure, especially by means of demand management measures (congestion charges and road pricing), and innovative solutions for the optimum integration of urban freight flows; and, lastly, new ways to optimise the use of private cars such as car-sharing, carpooling and arrangements for working at home;

Enfin, Lisbonne: Monsieur le Président, Mesdames et Messieurs, Lisbonne ne représente pas uniquement une Europe compétitive, capable de faire décoller sa propre économie et de poursuivre l’objectif du plein emploi avec des emplois de qualité, elle représente aussi une Europe capable, enfin, d’investir dans la connaissance, dans les infrastructures immatérielles, dans le savoir-faire, dans les processus et l’innovation technologique, et dans ce qui, aujourd’hui, se trouve au cœur des Fonds structurels.
Finally, Lisbon: Mr President, ladies and gentlemen, Lisbon does not only represent a competitive Europe, which is capable of getting its own economy off the ground and of pursuing the objective of full and good-quality employment, but it also represents a Europe that is capable at last of investing in knowledge, in intangible infrastructure, in know-how, in processes and technological innovation, and in everything that is today at the heart of the Structural Funds.
