La Commission se félicite qu'un accord unanime entre les États membres sur l’échange automatique d’informations concernant les rulings fiscaux transfrontières soit intervenu aujourd'hui, sept mois seulement après qu'elle a présenté son ambitieuse proposition en la matière.
The Commission has welcomed today's unanimous agreement by Member States on the automatic exchange of information on cross-border tax rulings, just seven months after the presentation of the Commission's ambitious proposal on the subject.

Therefore, the processing of information under this Directive is necessary and proportionate for the purpose of enabling Member States' tax administrations to correctly and unequivocally identify the taxpayers concerned, to administer and enforce their tax laws in cross-border situations, to assess the likelihood of tax evasion being perpetrated, and to avoid unnecessary further investigations.

The Council adopted today its first-reading position on a draft directive facilitating cross-border exchange of information on a number of traffic offences with a view to improving road safety and ensuring equal treatment of drivers irrespective of their country of residence (17506/10 + 7384/1/11 ADD 1 REV 1).

In order to ensure uniform conditions for the implementation of this Decision, implementing powers should be conferred on the Commission to adopt implementing acts in relation to: templates to be used when providing the information on preparedness and response planning; the establishment and update of a list of communicable diseases and related special health issues subject to the network of epidemiological surveillance and the procedures for the operation of such a network; the adoption of case definitions for those communicable diseases and special health issues covered by the epidemiological surveillance network and, where necessary, for other serious cross-border threats to health subject to ad hoc monitoring; the procedures for the operation of the EWRS; the procedures for the information exchange on and the coordination of the responses of the Member States; the recognition of situations of public health emergency at Union level and the termination of such a recognition.

2. La Commission adopte, par voie d’actes d’exécution, des procédures concernant l’échange d’informations afin d’assurer le bon fonctionnement du SAPR et la mise en œuvre uniforme des articles 8 et 9 et d’éviter que les actions entreprises ne se chevauchent ou ne soient en contradiction avec les structures et les mécanismes existants permettant d’assurer la surveillance des menaces transfrontières graves sur la santé, l’alerte précoce en cas de telles menaces et la lutte contre celles-ci.
2. The Commission shall, by means of implementing acts, adopt procedures concerning the information exchange in order to ensure the proper functioning of the EWRS and the uniform implementation of Articles 8 and 9 and to avoid overlap of activities or conflicting actions with existing structures and mechanisms for monitoring, early warning and combating serious cross-border threats to health.

– Development of draft regulatory technical standards on the co-operation and exchange of information of the competent authorities of the home Member State referred to in Article 26 paragraph 1 with those of the host Member State in accordance with Article 26 and Article 18, specifying the method, means and details of cooperation in the notification of payment institutions operating on a cross border basis and notably the scope and treatment of information to be submitted, including a common terminology and standard notification templates to ensure a consistent and efficient notification process.

The Commission needs to seek concrete statistical information from Member States; it may therefore request the Member State concerned to submit information on checks performed at the border during a given period as well as on how these have contributed to reaching the aims laid down in national legislation or strategies, i.e. in combating cross-border crime.
