Il convient de confier l’élaboration des normes techniques d’exécution à l’AEMF, qui en soumet le projet à la Commission, en ce qui concerne la publication d’informations privilégiées, les formats des listes d’initiés et les formalités et procédures ayant trait à la coopération et à l’échange d’informations entre les autorités compétentes et entre celles-ci et l’AEMF.

(4) Not only does the protection of investors require timely public disclosure of inside information by issuers, it also requires such disclosure to be as fast and as synchronised as possible between all categories of investors in all Member States in which the issuer has requested or approved admission of its financial instruments to trading on a regulated market, in order to guarantee at Community level equal access of investors to such information and to prevent insider dealing.

4. Les États membres exigent des émetteurs qu'ils veillent, avec une attention raisonnable, à synchroniser le mieux possible la divulgation d'informations privilégiées entre toutes les catégories d'investisseurs, dans tous les États membres où ils ont demandé ou accepté l'admission de leurs instruments financiers à la négociation sur un marché réglementé.
4. Member States shall require issuers to take reasonable care to ensure that the disclosure of inside information to the public is synchronised as closely as possible between all categories of investors in all Member States in which those issuers have requested or approved the admission to trading of their financial instruments on a regulated market.
