26. exhorte la Commission à s'attaquer de manière structurelle, conjointement avec les pays de la région MOAN, au problème des jeunes qui quittent le territoire de l'Union européenne pour lutter aux côtés de l'État islamique et d'autres organisations terroristes en Syrie et en Iraq; demande aux États membres de prendre des mesures appropriées pour empêcher les combattants d'effectuer le déplacement à partir de leur pays, conformément à la résolution 2170(2014) du Conseil de sécurité de l'ONU, et à élaborer à l'intention des services de sécurité et des agences de l'Union européenne une stratégie commune en matière de suivi et de contrôle des djihadistes; réclame une coopération, tant au sein de l'Union européenne qu'au niveau international, en vue de la mise en place d'actions juridiques adéquates contre toute personne suspectée de participer à des actes de terrorisme ainsi que d'autres mesures préventives de détection et d'élimination de la radicalisation; demande aux États membres d'intensifier la coopération et l'échange d'informations entre eux ainsi qu'avec les organes de l'Union;
26. Urges the Commission to address structurally, together with the countries in the MENA region, the problem of young people leaving the EU to fight on the side of ISIS/Da’esh and other terrorist organisations in Syria and Iraq; calls on the Member States to take appropriate measures to prevent fighters from travelling from their territory, in line with UN Security Council resolution 2170 (2014), and to develop a common strategy for security services and EU agencies with regard to monitoring and controlling jihadists; calls for cooperation in the EU and at international level with a view to appropriate legal action against any individual suspected of being involved in acts of terrorism and with a view to other preventive measures aiming to detect and stop radicalisation; calls on the Member States to intensify cooperation and the exchange of information among themselves and with EU bodies;

13. Acknowledges from the Authority that in February 2012, the Commission’s Internal Audit Service (IAS) carried out an in-depth risk assessment in the Authority with the aim of determining its audit priorities for the coming years; notes that the IAS defined the most important risks related to the Authority’s processes and defined a Strategic Audit Plan for 2013-2015, which includes a list of future audit topics; notes that the Authority developed an action plan to address the identified high risk areas and that this plan was discussed with, and agreed upon, by the IAS; observes that the relevant actions undertaken by the Authority are to be followed up by the IAS during the next in-depth risk assessment; notes that the IAS Strategic Audit Plan for 2013-2015 was approved by the Authority's Director and its Management Board; notes that in future, the IAS has decided to carry out a limited review on the implementation of internal control standards by the Authority, in line with its Strategic Audit Plan for 2013-2015;

B. considérant que, le 21 août 2013, une attaque à l'arme chimique de grande ampleur a été perpétrée dans la banlieue de Damas, tuant des centaines de personnes, dont un grand nombre de femmes et d'enfants; considérant que cette attaque constitue une violation flagrante du droit international, un crime de guerre et un crime contre l'humanité; considérant que les informations provenant d'un large éventail de sources confirment l'existence d'une telle attaque et semblent constituer de fortes preuves que le régime syrien est responsable de celle–ci;
B. whereas on 21 August 2013 a large-scale chemical attack was perpetrated on the outskirts of Damascus, killing hundreds of people, including many women and children; whereas that attack constituted a blatant violation of international law, a war crime and a crime against humanity; whereas information from a wide variety of sources confirms the existence of such an attack and seems to constitute strong evidence that the Syrian regime is responsible for these attacks;

4. Par dérogation au paragraphe 1, les autorités compétentes des États membres énumérées à l'annexe IV peuvent autoriser la fourniture, à des personnes, entités ou organismes en Libye, d'une assistance technique, d'un financement ou d'une aide financière en rapport avec les biens ou les technologies énumérés dans la liste commune des équipements militaires, ou en rapport avec des équipements susceptibles d'être utilisés à des fins de répression interne, lorsque l'autorité compétente estime qu'une telle autorisation est nécessaire pour protéger les civils et les zones peuplées de civils en Libye qui sont sous la menace d'attaques, pour autant que, dans le cas de la fourniture d'une assistance en rapport avec les biens ou les technologies énumérés dans la liste commune des équipements militaires, l'État membre concerné ait préalablement informé le secrétaire général des Nations unies.
4. By way of derogation from paragraph 1, the competent authorities in the Member States, as listed in Annex IV, may authorise the provision to persons, entities or bodies in Libya of technical assistance, financing and financial assistance related to the goods and technology listed in the Common Military List, or related to equipment which might be used for internal repression, where the competent authority considers that such authorisation is necessary in order to protect civilians who, and civilian-populated areas in Libya which, are under threat of attack, provided that, in the case of the provision of assistance related to goods or technology listed in the Common Military List, the Member State concerned has given prior notification to the Secretary-General of the United Nations.

Technically this is called intrusion and can be done in many ways including exploiting inside information, dictionary attacks, brute force attacks (exploiting people's tendency to use predictable passwords), social engineering (exploiting people's tendency to disclose information to seemingly trustworthy people) and password interception.

OBJECTIVES OF THE ACTION The key objectives for the launching of Pilot Projects for the Information Society are to: . support the goal of international consensus on common principles governing the need of access to networks and applications and their interoperability . establish the groundwork for productive forms of co- operation amongst tG-7 partners in order to create a critical mass to address this global issue . create an opportunity for information exchange leading towards the further development of the information society . identify and select projects of an exemplary nature having tangible and clearly understandable social, economic and cultural benefits which will demonstrate to the public the potential of the information society . identify obstacles related to the implementation of practical applications serving the creation of a global information society . help to create markets for new products and services, where appropriate.
