Les autres objectifs visent à établir un réseau d'échange libre d'informations sur les initiatives nationales et internationales relatives à la société de l'information (forum électronique), à développer les activités de la société de l'information et la compréhension de leurs incidences économiques, industrielles et sociales, et à encourager l'alliance internationale et les projets et investissements multinationaux.
Other objectives are: to establish a network for the free exchange of information about national and international initiatives related to the information society (electronic forum); to promote information society activities and gain understanding of their economic, industrial and social impacts; to foster international alliance building and multinational projects and investments.

7. Pour assurer une meilleure coordination, le Conseil recommande des mesures telles que : - le lancement au niveau mondial, d'initiatives visant à favoriser la mise en place d'une stratégie de planification et de systèmes d'information internationaux largement acceptés tenant compte de tous les acteurs principaux de la scène internationale qui sont partie prenante dans ce domaine, tout en reconnaissant le rôle important que joue le Département des affaires humanitaires du Secrétariat des Nations Unies en tant que lien privilégié au sein de l'ONU pour la coordination des opérations de déminage et des questions s'y rapportant. - la création, au niveau de la Communauté, d'un cadre spécifique pour assurer la coordination des aspects de la question des mines qui sont liés au développement ; ce cadre devrait se fonder sur les éléments suivants : = la mise au point d'une base de données GIS (système d'information géographique), qui fournira un mécanisme permettant de rassembler et d'échanger des informations sur les mines et développera la planification et la coordination entre la Commission, les Etats membres et la communauté internationale, y compris, en particulier, le Département des affaires humanitaires de l'ONU ; = une coordination sur place entre les délégations de la Commission, les représentations des Etats membres, les autorités des pays hôtes et tous les services compétents, dans le respect intégral du mandat des organisations internationales compétentes ; = l'établissement, au moyen des instruments de gestion précités, d'un réseau et de consultations appropriés entre les Etats membres et la Commission ; = la mise à l'épreuve, dans le cadre de projets pilotes, de ces mécanismes de coordination opérationnelle.
7. In order to achieve improved coordination, the Council recommends action along the following lines: - at the global level, initiatives to further the creation of a broadly agreed international planning strategy and information systems taking account of all major international actors involved in this field, while recognizing the important role of the Department of Humanitarian Affairs of the United Nations Secretariat (UN-DHA) as the focal point in the United Nations for coordinating de-mining and related issues, - at the Community level, the creation of a specific framework for coordination of development aspects of the APL question, which should be based on the following elements: = the development of a GIS (Geographical Information System) database which will provide a mechanism for collating and exchanging mine information and will enhance planning and coordination between the Commission, Member States, and the international community, including, in particular, the UN-DHA, = in-country coordination between Commission Delegations, Member States Representations, host nation authorities and all relevant agencies, fully respecting the mandates of competent international organizations, = appropriate networking and consultation between Member States and the Commission using the above management tools, = testing of these operational coordination mechanisms on a pilot basis.

Pour répondre à ces objectifs, on a divisé le programme en deux volets principaux : Section A : Formation, séminaires, ateliers et coopération technique, devant mener : - à une harmonisation des classements et des nomenclatures, destinée à faciliter l'intégration et la comparaison des données et partant l'adoption, par la GUS, des normes internationales, et, en particulier, communautaires; - à une réforme et à une actualisation du système d'enregistrement et de collecte des données relatives aux petites et moyennes entreprises, pour le rendre compatible avec les contraintes imposées par la libéralisation du secteur privé; - à l'adoption du système communautaire de comptabilité nationale qui permettra d'établir des comparaisons et d'échanger des informations avec le reste du monde; - à une réforme des études de prix; - à l'instauration d'un système de statistiques du commerce extérieur compatible avec les normes internationales; - à la création d'un réseau complet, intégré et compatible avec les normes internationales d'informations sur l'environnement; - à l'octroi d'une assistance technique pour l'achat, la vérification et l'évaluation de matériel informatique.
To achieve this, the programme breaks down into two major components: - 4 - Section A: Training, seminars, workshops and technical cooperation with the aim of achieving - The harmonisation of classifications and nomenclatures in order to enable data integration and comparison, and thus assist GUS in the adoption of international - in particular EC-standards. - The redesign and updating of the system of registers and data collection relating to small and medium size enterprises to ensure compatibility with the demands of private sector liberalisation. - The implementation of the EC national account system, which would allow international comparisons and exchange of informations. - The reform of price surveys. - The implementation of a system of foreign trade statistics compatible with international standards. - The design of a comprehensive, integrated and internationally compatible system of information on the environment. - The provision of technical assistance for the procurement as well as monitoring and evaluation of informatics.

LE CONSEIL : 28. invite la Commission et les Etats membres à examiner des actions appropriées, notamment des actions arrêtées conformément aux instruments de politique régionale existants, pour assurer que les possibilités fournies par la société de l'information puissent être exploitées par les personnes et les entreprises ; 29. estime qu'il est nécessaire d'améliorer la transparence des initiatives nationales et communautaires, y compris du cadre réglementaire, en vue du développement des services de la société de l'information ; 30. insiste auprès des Etats membres et de la Commission pour qu'ils consentent de manière durable des efforts visant à accroître la sensibilisation et la compréhension du public et sa participation à la société de l'information ; 31. invite les institutions de l'Union à établir, dans un délai raisonnable, en coopération avec les Etats membres, un système intégré de gestion des communications interinstitutionnelles ; 32. reconnaît la nécessité de poursuivre l'analyse des questions qui sont à la base du développement international de la politique en matière de société de l'information en vue de parvenir à un consensus sur les moyens et les conditions régissant l'utilisation des réseaux planétaires de l'information, et souligne la nécessité d'une coordination entre les initiatives dans ces domaines, tant dans le cadre de l'Union que dans d'autres enceintes internationales 33. se félicite de la proposition allemande d'accueillir une conférence internationale consacrée à ce sujet et qui sera préparée en étroite coopération avec la Commission et les Etats membres ; 34. se félicite de l'intention de la Commission de présenter, avant la fin de cette année, une version révisée et mise à jour de son plan d'action "Vers la société de l'information en Europe".
VI. THE COUNCIL 28. Invites the Commission and the Member States to examine appropriate actions, including in accordance with existing regional policy instruments, to ensure that the opportunities offered by the information society can be grasped by individuals and firms; 29. Considers there is a need to improve transparency of national and Community initiatives, including the regulatory framework, for the development of Information Society services; 30. Urges the Member States and the Commission to make sustained efforts to increase public awareness and understanding of, and participation in the information society; 31. Invites the institutions of the Union, in cooperation with Member States, to establish, within a reasonable timescale, an integrated system for the management of inter institutional communications; 32. Recognizes the need for further analysis of the issues underlying development of information society policy internationally with a view to reaching a common understanding on means and conditions governing the use of global information networks and stresses the need for coordination between initiatives relating to the subjects, both in the Union framework and in other international fora; 33. Welcomes the German proposal to host an international conference dedicated to this end that will be prepared in close cooperation with the Commission and the Member States; 34. Welcomes the intention of the Commission to present a revised and updated Action Plan "Europe's way to the information society" before the end of this year".
