9. demande à la Commission d'inclure, à titre de règle générale, une analyse d'impact territorial portant sur la dimension urbaine afin de garantir la faisabilité pratique de toutes les initiatives stratégiques européennes pertinentes au niveau régional et local, de se montrer réceptive aux contributions des niveaux de gouvernement décentralisés lors de la réalisation d'analyses d'impact et de l'élaboration de nouvelles politiques (approche ascendante), et de s'assurer que toutes les politiques sectorielles pertinentes de l'Union abordent de façon adéquate les défis auxquels les villes et les zones urbaines fonctionnelles sont confrontées; appelle la Commission à axer ces analyses d'impact territorial sur les éléments suivants: un développement territorial équilibré, l'intégration territoriale, les aspects de gouvernance, les aspects réglementaires, les aspects de mise en œuvre au niveau local et la cohérence par rapport aux autres objectifs stratégiques;
9. Asks the Commission to introduce, as a general rule, a territorial impact assessment on the urban dimension in order to ensure the practical feasibility of all relevant EU policy initiatives at regional and local level, to be receptive to the input from decentralised levels of government when drawing up impact assessments and new policies (‘bottom-up approach’) and to make sure that all relevant sectoral EU policies adequately address the challenges that towns, cities and functional urban areas face; calls on the Commission to concentrate these territorial impact assessments on the following elements: balanced territorial development, territorial integration, aspects of governance, regulation, implementation at local level, and coherence with other policy objectives;

c) INVITE la Commission et les États membres concernés à adopter, pour la stratégie, une approche intégrée en renforçant la coordination entre les politiques ayant un impact territorial et portant sur des thèmes pertinents pour la stratégie au niveau de l'UE et à l'échelle nationale et à mieux aligner la stratégie sur la politique maritime intégrée et la stratégie Europe 2020, également en facilitant la mise en place de comités de coordination nationaux de la stratégie afin de renforcer l'efficacité, d'améliorer les synergies et de pérenniser les résultats obtenus;
c) INVITES the Commission and the Member States concerned to follow an integrated approach to the EUSBSR by strengthening coordination between policies with a territorial impact and thematically relevant to the EUSBSR at EU and national level and to closer align the Strategy with the Integrated Maritime Policy and the Europe 2020 Strategy, also with facilitation of EUSBSR national coordination committees in order to provide increased effectiveness, more synergy and sustainability of results achieved.
