2. juge les conclusions du Conseil européen d'Helsinki totalement insuffisantes et invite le Conseil et les États membres à protester résolument auprès du gouvernement russe contre la violation du droit humanitaire des peuples, à renforcer leurs activités politiques et diplomatiques tendant à obtenir l'arrêt des opérations et à suspendre la mise en œuvre de l'accord de partenariat et de coopération conclu entre la Fédération de Russie et l'Union européenne jusqu'à ce que le cessez-le-feu ait été proclamé;
2. Judges the Helsinki European Council conclusions to be absolutely inadequate, and calls on the Council and the Member States to make a vigorous protest to the Russian Government at the infringement of international humanitarian law, to step up their political and diplomatic actions to end the fighting, and to suspend implementation of the Agreement on Partnership and Cooperation between the Russian Federation and the European Union until a ceasefire has been agreed;
