Hopes that under the leadership of Prime Minister Hailemariam Desalegn, appointed on 21 September 2012, Ethiopia will engage in a process of genuine democratic transition in order to realise its strong democratic potential, putting an end to interference with religious freedom and civil society freedoms; calls on the European External Action Service, the EUSR for the Horn of Africa and the EUSR for Human Rights to engage with Ethiopia on human rights as a matter of priority so that it can seize the opportunity of the ongoing political transition to institute a truly democratic transition, built on the centrality of human rights and fundamental freedoms, freedom of the media and full recognition of freedom of expression; urges the EU and the international community to remain vigilant and active in response to the political transition under way in Ethiopia, to promote the strengthening of democratic institutions and to tie political, military and development assistance to concrete democratic reforms, which must include the release of all prisoners of conscience, such as Eskinder Nega and other journalists, human rights and development activists and opposition figures, the admission of the UN special rapporteurs on human rights on a basis of unhindered access to all regions and detention facilities, the repeal or amendment of the Charities and Societies Proclamation and the Anti-Terrorism Proclamation, and the return of opposition politicians in exile; calls on the EU to find innovative and secure ways to assist, financially and politically, the struggling civil society in Ethiopia and engage in close dialogue with the opposition, both in Ethiopia and in exile;

Refers to Article 10 of the Charter, which protects freedom of thought, conscience and religion, including freedom to practise the religion of one’s choice and to change religion or belief; considers that this also covers the freedom of non-believers; condemns any form of discrimination or intolerance and calls for a ban of any form of discrimination on these grounds; deplores, in this regard, recent instances of anti-Semitic and anti-Islamic discrimination and violence; calls on the Member States, including regional authorities to protect with all available tools freedom of religion or belief and to promote tolerance and intercultural dialogue through effective policy making, enhancing anti-discrimination policies where needed; recalls the importance of a neutral secular state in preventing discrimination against any religious, atheist or agnostic communities and guaranteeing equal treatment of all religions and beliefs; expresses its concerns over the application of blasphemy and religious insult laws in the European Union, which can have a serious impact on freedom of expression, and urges Member States to abolish them; strongly condemns attacks against places of worship and urges Member States not to allow such offences to go unpunished;

Calls on the High Representative of the Union for Foreign Affairs and Security Policy and the Member States to work towards a strong EU common position on the follow-up to the Fact-Finding Mission report on the conflict in Gaza and Southern Israel, publicly demanding the implementation of its recommendations and accountability for all violations of international law, including alleged war crimes, and urging both sides to conduct investigations that meet international standards of independence, impartiality, transparency, promptness and effectiveness, in line with United Nations General Assembly Resolution A/64/L.11, and stresses that respect for international human rights law and international humanitarian law by all parties and under all circumstances is an essential precondition for achieving a just and lasting peace in the Middle East;
