These initiatives may well be a good thing in themselves, but they are increasingly creating problems for us. The problems arise because they are founded on a legal basis which often turns out to be absolutely unusable and we are then consulted, even if we do not absolutely have to be, as with the salary rise for the employees of Europol. Let me say to the Council: Give them a decent income, so that Europol's staff are paid according to their performance, and so that they are motivated rather than frustrated.

Calls on the budgetary authority, therefore, to grant adequate financing for the activities and competencies of Europol and Eurojust; insists that action be taken to ensure that the EU can be a credible partner with the USA to prevent conflicts and to act against terrorism within the limits of the budgetary resources available; considers that a revision of the financial perspectives will be necessary should a long-term programme be envisaged;

La communication invite donc à adopter la proposition de directive de 1998 visant à garantir un minimum d' imposition effective des revenus de l'épargne transfrontalière. La Commission poursuit également ses efforts pour éliminer les obstacles fiscaux entravant le bon fonctionnement du marché unique des services financiers.
