À l'article 6, paragraphe 1, la directive 94/62/CE prévoit que, cinq ans au plus tard à compter de la date à laquelle la directive doit être transposée dans le droit national, entre 50% au minimum et 65% au maximum en poids des déchets d'emballage (recyclables, organiques ou du moins énergétiques) seront valorisés, que, dans le cadre de cet objectif global, entre 25% au minimum et 45% au maximum en poids de l'ensemble des matériaux d'emballage entrant dans les déchets d'emballage seront recyclés, avec un minimum de 15% en poids pour chaque matériau d'emballage.
Article 6(1) of Directive 94/62/EC states that, no later than five years from the date by which the directive must be implemented in national law, between 50% as a minimum and 60% as a maximum by weight of the packaging waste will be recovered (through recycling, organic recycling or, at least, energy recovery) and that between 25% and 45% by weight of the totality of packaging materials will be recycled with a minimum of 15% by weight for each packaging material.
