Currently in force is the COM which was adopted in 1992 for a five-year period. In 1995 the cost of this COM to the EU, in terms of support for farmers, was ECU 993 million. Aid has been reduced by 30% since 1992. Each farmer has a production quota and the EU provides compensation in the form of a premium per kilo produced which differs according to variety. In addition there is special aid equivalent to 10% of the premium in cases where contracts are concluded via producers' groups.

Finally, at the end of this Association Council, Mr DE MARCO, on behalf of Malta, and Mr BARNIER and Mr van den BROEK, on behalf of the European Community, signed the appropriate Financial Protocol EC-Malta covering the period until October 1998 with an aggregate amount of 45 million ECU which may be committed as follows : a) 30 million ECU in the form of loans from the European Investment Bank, from its own resources, b) 13 million ECU from the Comunity's budgetary resources, in the form of grants, c) 2 million ECU from the Community's budgetary resources, in the form of contribution to risk capital formation.

7. Enfin, à l'issue du présent Conseil d'association, M. MICHAELIDES, au nom de Chypre, et MM. BARNIER et van den BROEK, au nom de la Communauté européenne, ont signé le quatrième Protocole financier CE-Chypre couvrant la période allant jusqu'au 31 décembre 1998 et prévoyant qu'un montant global de 74 millions d'écus peut être engagé à raison de : a) 50 millions d'écus sous forme de prêts de la Banque européenne d'investissement, accordés sur ses ressources propres ; b) 22 millions d'écus sur les ressources budgétaires de la Communauté, sous forme d'aides non remboursables ; c) 2 millions d'écus sur les ressources budgétaires de la Communauté, sous forme de contributions à la formation de capitaux à risques.
7. Finally, at the end of this Association Council, Mr MICHAELIDES, on behalf of Cyprus, and Mr BARNIER and Mr van den BROEK, on behalf of the European Community, signed the fourth Financial Protocol EC-Cyprus covering the period ending 31st December 1998 with an aggregate amount of 74 million ECU which may be committed as follows : a) 50 million ECU in the form of loans from the European Investment Bank, from its own resources, b) 22 million ECU from the Comunity's budgetary resources, in the form of grants, c) 2 million ECU from the Community's budgetary resources, in the form of contribution to risk capital formation.
