(6) La Commission considère dans ces conditions que l'Allemagne ne lui a pas adressé les informations nécessaires pour lui permettre d'apprécier la compatibilité avec l'article 92 du traité de l'aide d'État au groupe Volkswagen pour ses projets Mosel II et Chemnitz II. Sur le total de cette aide, des subventions à hauteur de 360,8 millions de marks allemands (191,2 millions d'écus), des remboursements de l'impôt sur les sociétés à hauteur de 11,4 millions (6,1 millions d'écus) et un amortissement spécial sur les investissements engagés en 1991 dont le montant reste à déterminer, ont déjà été accordés.
(6) Under these conditions the Commission concludes that Germany has not submitted the necessary information for the Commission to assess the compatibility of the State aid to the VW Group for its projects Mosel II and Chemnitz II with Article 92 of the EC Treaty. Of this aid, grants to the amount of DM 360,8 million (ECU 191,2 million), corporation tax refunds to the amount of DM 11,4 million (ECU 6,1 million) and special depreciation on its investments in 1991, where the amount still remains to be determined, have already been paid.

Dans la lettre précitée, le Vice-Président Andriessen a notamment annoncé : 1. qu'un représentant de la Commission assurera sur place en coopération avec un groupe d'experts la coordination permanente des différentes actions à entreprendre tant sur le plan des initiatives publiques que par les organisations non gouvernementales; 2. le financement par la Communauté d'achat et de fourniture d'installations de chauffage et sanitaires en fonction des besoins des orphelinats en Roumanie; 3. le financement par la Communauté de la fourniture du combustible (pétrole) pour les orphelinats; (1) voir IP(90)839 (2) voir IP 865 - 2 - 4. l'aide de la Commission européenne concerne l'ensemble des orphelinats en Roumanie en tenant compte entre autres des besoins immédiats déjà identifiés par les organisations non gouvernementales; 5. afin de financer ces différentes opérations, les dispositions suivantes sont prévues : - l'utilisation de 3 millions d'Ecus déjà engagés sur la ligne 996 du budget 1990 (voir plus haut) ; - l'utilisation de 2,7 millions d'Ecus déjà engagés sur la ligne 956 du budget 1990 (voir plus haut) ; - l'utilisation des fonds résultant du Fonds de Contrepartie établi en relation avec le Programme Communautaire d'aide alimentaire en faveur de la Roumanie et mis en place au printemps 1990.
In the abovementioned letter Mr Andriessen announced that, inter alia: 1. a Commission representative on the spot, working with a group of experts, would ensure that there was constant coordination between the various operations initiated by the public authorities or non-governmental bodies; 2. the Community would finance the purchase and supply of heating and sanitary installations for Romanian orphanages as needs were established; 3. the Community would finance supplies of fuel (oil) for the orphanages; 1 IP(90)839. 2 IP(90)865. - 2 - 4. the aid from the Commission was intended for all orphanages in Romania, but a start was to be made on the immediate needs already identified by the non-governmental organizations; 2. to finance these operations, the following arrangements had been made: - the abovementioned ECU 3 million committed under Article 996 of the 1990 budget would be used; - the abovementioned ECU 2.7 million already committed under Article 956 of the 1990 budget would be used; - the resources generated by the couterpart fund set up in conjunction with the Community food aid programme for Romania, itself established in Spring 1990, would be used.

Les actions de recherche seraient menées dans le cadre de trois des programmes spécifiques qui composent le 4e programme-cadre de RDT : * Le programme Biomédecine et santé : 19,9 millions d'écus, dont 3,9 millions déjà engagés ou sur le point de l'être, plus 16 millions d'écus à prélever sur le complément financier * Le programme Biotechnologie, rubrique "communication intercellulaire en neuroscience" : 8,5 millions d'écus, dont 1 million disponibles aujourd'hui * Le programme FAIR (agriculture et pêche), rubrique "santé animale" : 22,3 millions d'écus, dont 10,8 millions sont encore disponibles et 11,5 millions doivent être financés par le complément financier.
The research projects will be undertaken as part of three specific programmes which make up the fourth RTD framework programme: * The biomedicine and health programme: 19.9 million ECU, including 3.9 million already committed or about to be, plus 16 million ECU from the supplementary funding * The biotechnology programme, area of cell communication in neurosciences : 8.5 million ECU, 1 million already being available * The FAIR programme (agriculture and fisheries), area of animal health : 22.3 million ECU, 10.8 million of which already available and 11.5 million to be financed by supplementary funding.
