Parallèlement, certains problèmes résultant de conflits antérieurs, ainsi que d'autres questions bilatérales en suspens, restent des enjeux majeurs pour la stabilité dans la région des Balkans occidentaux et portent préjudice à la coopération régionale, aux relations entre les pays, ainsi qu'à leur fonctionnement interne et au processus de réforme.
At the same time, issues stemming from past conflicts, together with other open bilateral issues remain key challenges to stability in the Western Balkans that affect regional cooperation, relations between countries, as well as their internal functioning and reform process.

Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU; encourages Serbia to work even more closely with neighbouring countries and to initiate further steps for trans-border cooperation, in order to improve, inter alia, the economic development of border regions and areas populated by minorities; emphasises the importance of promoting policies of exchange and contact among young people in the framework of reconciliation; welcomes generally the compliance of Serbia with its international obligations and the fact that it has further developed bilateral relations with its neighbours; reiterates the crucial importance of reconciliation; encourages Serbia to fully implement bilateral agreements with neighbouring countries and to address its open bilateral issues with a pragmatic approach; welcomes the meeting between the Prime Ministers of Serbia and Albania on 10 November 2014 in Belgrade; encourages Serbia to actively support and constructively contribute to the progress of Bosnia and Herzegovina towards European integration; equally welcomes the fact that Serbia has continued to participate actively in regional initiatives, such as the South-East Europe Cooperation Process (SEECP);

10. souligne que des relations de bon voisinage et une bonne coopération régionale sont un pilier essentiel du processus d'adhésion du pays à l'Union européenne, y compris une solution négociée et mutuellement acceptable à la question de la dénomination du pays sous l'égide des Nations unies; compte tenu de la minorité albanaise dans le pays et des questions bilatérales délicates avec d'autres pays voisins, notamment la Grèce et la Bulgarie, réaffirme sa position, en accord avec l'avis de la Commission à cet égard, que les questions bilatérales devraient être abordées aussitôt que possible dans le processus d'adhésion, dans un esprit constructif et de bon voisinage, et par la voie d'un dialogue intensif et ouvert dans l'esprit de l'avenir européen commun, et de préférence avant l'ouverture de négociations d'adhésion ; rappelle qu'il convient d'éviter les gestes, les actions controversées et les déclarations susceptibles d'avoir une incidence négative sur les relations de bon voisinage; demande des résultats plus concrets en termes de coopération afin d'établir des relations de bon voisinage entre les trois parties (Athènes, Sofia et Skopje);
10. Stresses that good neighbourly relations and regional cooperation are an essential pillar of the country’s EU accession process, including a negotiated and mutually acceptable solution to the name issue under UN auspices; bearing in mind the Albanian minority within the country and also the sensitive bilateral issues with other neighbouring countries, particularly Greece and Bulgaria, reiterates its position, sharing the view of the Commission in this regard, that bilateral issues should be addressed as early as possible in the accession process, in a constructive and neighbourly spirit and through an intensive and open dialogue in the spirit of the common European future, and preferably before the opening of accession negotiations; recalls that gestures, controversial actions and statements which could negatively impact on good neighbourly relations should be avoided; asks for more concrete results in terms of cooperation in order to establish good neighbourly relations between the three sides (Athens, Sofia and Skopje);

13. note que l'Union européenne a déjà conclu, ou négocie actuellement, des accords commerciaux bilatéraux avec certains des partenaires aux négociations ACS (y compris avec le Japon et bientôt avec les États-Unis), lesquels comportent d'importants chapitres sur les services et tiennent mieux compte des questions bilatérales spécifiques à chaque pays; estime que, en termes d'accès au marché, les enjeux de ces négociations pour l'Union européenne sont entre les mains des autres partenaires (tels que l'Australie, la Nouvelle-Zélande, le Mexique, Taiwan et la Turquie);
13. Notes that the EU has already concluded, or is in the process of negotiating, bilateral trade agreements with some of the partners in the TISA negotiations (including Japan and soon the US), containing strong services chapters in which country-specific bilateral issues are better addressed; believes that, in terms of market access, the stakes for the EU in these negotiations lie with the other partners (e.g. Australia, New Zealand, Mexico, Taiwan and Turkey);
