In order to ensure uniform conditions for the implementation of this Regulation implementing powers should be conferred on the Commission with respect to: listing the plants, plant products and other objects which are prohibited from being introduced into the Union territory, and the third countries concerned; listing the plants, plant products and other objects subject to special requirements, and the special requirements concerned for their introduction into, and movement within, the Union territory; the provisional listing of the high-risk plants, plant products and other objects whose introduction into the Union territory is to be prohibited, and the third countries concerned; the procedure for risk assessment in connection with that listing; setting out, for third countries, requirements that are equivalent to the requirements for movement within the Union territory of plants, plant products or other objects; setting out arrangements for the presentation and use of posters and brochures concerning the introduction of plants, plant products and other objects into the Union territory; setting out specific conditions or measures concerning the introduction of particular plants, plant products and other objects into frontier zones of Member States; adoption of temporary measures concerning plants, plants products and other objects likely to pose newly identified pest risks or other suspected phytosanitary risks; adopting decisions on temporary measures taken by Member States concerning imminent danger; listing of plants, plant products and other objects which are prohibited from being introduced into certain protected zones; listing the plants, plant products and other objects subject to special requirements, and the special requirements concerned for their introduction into, and movement within, certain protected zones; and laying down rules concerning the requirements for quarantine stations and confinement facilities, and the release of plants, plant ...

Any transfer of personal data which are undergoing processing or are intended for processing after transfer to a third country or to an international organisation shall take place only if, subject to the other provisions of this Regulation, the conditions laid down in this Chapter are complied with by the controller and processor, including for onward transfers of personal data from the third country or an international organisation to another third country or to another international organisation.

D. whereas armed conflicts, other acts of violence across the country and violations and abuses of international human rights and humanitarian law persist, causing hundreds of deaths, mass displacement and a humanitarian crisis in many areas; whereas according to the UN more than 2.4 million people require immediate humanitarian assistance, around 435 000 Libyans have been internally displaced by the fighting and a further 150 000 people, including many migrant workers, have left the country to seek refuge abroad in neighbouring countries such as Tunisia, placing a strain on its capabilities;

F. whereas particular questions have been raised regarding the compatibility with EU law of the practice of the UK intelligence agency Government Communications Headquarters (GCHQ) directly tapping into undersea transatlantic cables carrying electronic communications, under a programme codenamed Tempora; whereas other Member States reportedly access transnational electronic communications without a regular warrant but on the basis of special courts, share data with other countries (Sweden), and may enhance their surveillance capabilities (the Netherlands, Germany); whereas concerns have been expressed in other Member States in relation to the interception powers of secret services (Poland);

Notes that, given the increasing global and regional relevance of China, India and other emerging countries in Asia, both the United States of America and the EU may progressively shift their primary attention, political investment and resources to the Pacific and perceive the North Atlantic dimension and mutual cooperation as less strategic; further notes that Asia should play a more important role on the foreign agenda of the European Union and EU Member States; calls for more coordination of the US and EU policies towards China, India and other emerging countries in Asia in order to avoid a decoupling of such policies; strongly believes that by coordinating their efforts the USA and the EU will attain the required political synergies to engage in an effective positive and constructive dialogue with the BRICS and other emerging countries; takes the view that, without prejudice to the G-7, regular EU-US summits would provide the opportunity to identify common objectives and coordinate strategies on matters of global relevance, including economic governance, in order to reach a common approach towards the emerging powers; recalls that transatlantic relations are of utmost importance both economically and politically and stresses the mutual strong economic relationship between the United States of America and the EU; considers that the Transatlantic Economic Council and the Transatlantic Legislators' Dialogue could also offer an opportunity for dialogue and stock-taking and should thus include a reflection on strategic engagement by the EU and the US of the BRICS and other relevant emerging countries and on how to foster regulatory convergence with such countries; recalls the need to set up a Transatlantic Political Council as an ad-hoc body for systematic, high-level consultation and coordination on foreign and security policy between the EU and the US;
