In the application of Article 7(1) to (3) of this Decision, the cooperation initiatives or other forms of cooperation shall also mean that governmental authorities, regional and sub-regional organisations, local authorities and, where appropriate, other public and private bodies or institutions (including public service providers) from an OCTs may participate in a European Grouping of Territorial Cooperation (EGTC) subject to the rules and objectives of the cooperation activities of this Decision and those of Regulation (EC) No 1082/2006 and in accordance with the arrangements applicable to the Member State to which the OCTs is linked.

In order to promote the effective implementation of this Agreement and with due regard to appropriate confidentiality requirements, Parties shall cooperate and exchange information with relevant States, FAO, other international organisations and regional fisheries management organisations, including on the measures adopted by such regional fisheries management organisations in relation to the objective of this Agreement.

Calls on the Commission to strengthen its relations with the Organisation of the Black Sea Economic Cooperation (BSEC) and other regional organizations involved with economic and social development and the promotion of human rights and democracy, particularly now that, following the accession of Bulgaria and Romania to the European Union, three Member States of the Union are also members of the BSEC and that other BSEC members are either candidates or potential candidates for membership of the European Union or involved in the European Neighbourhood Policy (ENP) and the European Neighbourhood Partnership Instrument (ENPI); in this context, calls on the members of the BSEC not to veto the participation of any EU Member State in the BSEC;

Recalls the successful co-operation between the United Nations and the European Union concerning the rescue operations and relief work delivered in the aftermath of the Tsunami disaster; welcomes the recommendation by the Secretary-General asking the United Nations to build on the successes of regional organisations, in particular by developing strong norms to ensure political stability and to protect the rights of minorities, indigenous peoples and internally displaced persons; welcomes the recommendation to give increased support to Africa and to the African Union; calls for an increased partnership between the United Nations and the European Union, given that the latter is best suited to coordinate with other countries or regional entities the effective implementation of global policies, including those concerning the International Criminal Court, the Kyoto Protocol and the International Ban on Landmines;
