Welcomes the invitation to the Assembly of Kosovo to participate on a permanent basis, at all levels and on equal terms, in the activities and meetings of the Parliamentary Assembly of the South-East European Cooperation Process (SEECP-PA), as decided in May 2015, and considers it to be an important contribution to regional parliamentary dialogue; regrets that the Assembly of Kosovo has not been accepted as a full member of other regional parliamentary cooperation initiatives, such as the Western Balkans Conference of the Committees on European Integration of the States participating in the Stabilisation and Association Process (COSAP) and the Network of Parliamentary Committees for Economy, Finance and European Integration of Western Balkans (NPC); calls on all parliaments of the region to adopt a more inclusive approach vis‑à‑vis requests by the Assembly of Kosovo for membership of regional initiatives, thus contributing to the enhancement of regional cooperation;

Reiterates the importance of inclusive regional cooperation in the Western Balkans and welcomes Serbia's active participation in regional initiatives and bilateral meetings that promote good neighbourly relations, and its increasingly active role in fostering reconciliation in the region; welcomes the official visit by President Tadić to Bosnia and Herzegovina and his support for the territorial integrity and sovereignty of the country; calls on the Serbian Government to ensure that its direct relations with the authorities of the Republika Srpska are in line with this stated support and do not undermine the integrity, sovereignty, competences and effective functioning of the institutions of the state of Bosnia and Herzegovina; furthermore, urges the Serbian authorities to support reforms in BiH aimed at strengthening and streamlining the country's institutions with a view to EU-related reforms; calls on both governments to hold a special joint session in order to achieve better coordination in EU-related reforms; welcomes the initiatives and achievements with regard to improving political relations between Croatia and Serbia launched and brought about by Presidents Josipović and Tadić; reiterates that such positive bilateral relations are a good basis for resolving pending border issues and underlines that the lawsuits on genocide launched by the two countries against each other should not impede further progress in this regard; encourages the Serbian authorities to work closely with the countries of the former Yugoslavia and other neighbouring countries on the resolution of all outstanding problems of legal succession; encourages transborder cooperation with the neighbouring EU Member States Bulgaria, Hungary and Romania, including within the framework of the EU Strategy for the Danube Region;

La coopération régionale prévue par le présent règlement s’appuie sur la coopération régionale existante qui associe les entreprises de gaz naturel, les États membres et les autorités de régulation nationales afin, entre autres objectifs, de renforcer la sécurité de l’approvisionnement et l’intégration du marché intérieur de l’énergie. Il s’agit, par exemple, des trois marchés régionaux du gaz, dans le cadre de l’Initiative régionale pour le gaz, de la Plate-forme gaz, du groupe à haut niveau du plan d’interconnexion des marchés énergétiques de la région de la Baltique, ainsi que du groupe de coordination sur la sécurité de l’approvisionnement de la Communauté de l’énergie.
The regional cooperation under this Regulation builds on existing regional cooperation involving natural gas undertakings, Member States and national regulatory authorities to enhance, among other objectives, the security of supply and the integration of the internal energy market, such as the three regional gas markets under the Gas Regional Initiative, the Gas Platform, the High Level Group of the Baltic Energy Market Interconnection Plan, and the Security of Supply Coordination Group of the Energy Community.

5. 5. The consultative committee should improve the current co-ordination between the EU and the bilateral donors and the Stability Pact on their technical and financial assistance and reinforce co-operation with all the other regional initiatives such as the Adriatic-Ionian Initiative (AII), the Black Sea Economic Co-operation (BSEC), the Central European Initiative (CEI), the South East European Co-operation Process (SEECP), and the South East Co-operation Initiative (SECI).
