From this follows three key objectives: first, to enhance governance systems and standards, particularly for widely-used and systemically relevant benchmarks and to reduce their vulnerability to manipulation and abuse; second, to enhance transparency by making more information available to users of all benchmarks so as to allow them to make informed decisions; and third, to maintain the supply of and access to a wide variety of benchmarks by applying governance requirements proportionately. This includes providing a level-playing field for all administrators, both those based inside the EU and those located in third countries.

[6] Situations of difficult partnership are defined as those where for one of the following reasons the usual cooperation instruments cannot be fully used to support initiatives undertaken by stakeholders other than central governments: (1) countries where cooperation has been suspended, (2) countries where the authorities are not committed to objectives of poverty reduction and to other basic principles of development policy, including good governance and participation of civil society and decentralized authorities, (3) countries where the dialogue on participatory approaches to development is very limited.

Like all other parts of the world, Europe is facing three major issues: (1) the depletion of the earth’s natural resources, including climate change and biodiversity loss; (2) social inequalities, including youth unemployment, people left behind in regions with declining industries; and (3) public loss of trust in government, the political establishment, and the EU and its governance structures, as well as other institutions.

Commends governments in the region, in particular the Government of India, for their assistance in the international aid effort; calls on the Commission, the Member States and international stakeholders to continue to work with the Government of Nepal and other governments in the region on the issue of improving preparedness and resilience in the face of natural disasters, including with regard to building codes, infrastructure and emergency plans; stresses that the National Reconstruction and Rehabilitation Plan should also address other key issues, including the fight against poverty, environmental protection and climate change;

En dépit du fait que les postulats de la désormais défunte stratégie de Lisbonne sont, eux, toujours d’actualité, je voudrais remarquer que l’une des raisons pour lesquelles elle a perdu en force réside dans l’excessive complexité de sa structure, notamment son manque de précision dans la définition des responsabilités et des tâches incombant à l’Union européenne ainsi qu’à d’autres niveaux de gouvernement, notamment régional et local.
In spite of the fact that the postulates of the by now outdated Lisbon Strategy are still valid, I would like to point out that one of the reasons why it lost force was because of its highly complex structure, particularly its lack of clarity in defining the responsibilities and tasks incumbent upon the European Union and other levels of government, particularly those of a regional and local nature.
