The Candidate Countries Turkey, the former Yugoslav Republic of Macedonia*, Montenegro*, Serbia* and Albania*, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine, the Republic of Moldova, Armenia, Azerbaijan and Georgia, align themselves with this declaration.* The former Yugoslav Republic of Macedonia, Montenegro, Serbia and Albania continue to be part of the Stabilisation and Association Process.

The agreement associating Armenia to Horizon 2020 was signed today by Carlos Moedas, European Commissioner for Research, Science and Innovation, and Levon Mkrtchyan, Armenian Minister for Education and Science.

Une attention particulière sera accordée à la recherche et à l'innovation à la suite de l'association de l'Arménie au programme Horizon 2020.
Particular attention will be paid to research and innovation following Armenia's Association to the Horizon 2020 programme.

Researchers and innovators from Armenia will now have full access to Horizon 2020, the EU's research and innovation funding programme, under the same conditions as their counterparts from EU Member States and other associated countries.

Grâce à cet accord, les instituts de recherche, les universités et les chercheurs en Arménie auront maintenant accès à toutes les possibilités offertes par Horizon 2020 dans différents domaines, de la recherche fondamentale aux projets de démonstration, sur un pied d’égalité avec les chercheurs et les organisations des États membres de l’UE et d’autres pays associés au programme.
Thanks to this agreement, its research institutes, universities and individual researchers will now have access to all opportunities offered by Horizon 2020 in diverse areas, from fundamental science to demonstration projects, on an equal footing with researchers and organisations from EU Member States and other countries associated to the programme.

(b) faire en sorte que la conclusion de l'accord d'association UE-Arménie soit conditionnée, conformément aux exigences exprimées dans le rapport du Parlement du 20 mai 2010 sur la nécessité d'une stratégie de l'Union européenne en faveur du Caucase du Sud et des principes fondamentaux du groupe de Minsk de l'OSCE, à des progrès substantiels vers la résolution du conflit dans le Haut-Karabakh, y compris la démilitarisation, le retrait des tireurs embusqués de la ligne de contact, le retrait des forces arméniennes des territoires occupés dans la périphérie du Haut-Karabakh et le retour de ces territoires sous le contrôle de l'Azerbaïdjan, ainsi qu'un mécanisme de prévention active des incidents et une enquête complète et rapide sur l'ensemble des incidents qui se produisent sur la ligne de contact et à ses alentours, le droit pour l'ensemble des réfugiés et des personnes déplacées à l'intérieur du pays de revenir dans leurs foyers, ainsi que de véritables garanties internationales en matière de sécurité, qui comprennent une véritable opération multinationale de maintien de la paix, afin de créer des conditions favorables pour l'expression future d'une volonté, libre et juridiquement contraignante, concernant le statut définitif du Haut-Karabagh;
(b) ensure that the negotiations on the EU-Azerbaijan and EU-Armenia Association Agreements, in line with the demands made in Parliament’s report on the need for an EU strategy for the South Caucasus of 20 May 2010 and with all the OSCE Minsk Group Basic Principles enshrined in the ‘Aquila’ joint statement of 10 July 2009, are linked to credible commitments to making substantial progress towards the resolution of the Nagorno-Karabakh conflict, including, for example, confidence-building measures such as general demilitarisation, the withdrawal of snipers from the line of contact, the withdrawal of Armenian forces from occupied territories surrounding Nagorno-Karabakh and their return to Azerbaijani control, and a mechanism for active incident-prevention and the investigation of cease-fire violations along the line of contact, the right of all internally displaced persons and refugees to return to their home settlements and properties and international security guarantees that would include a genuine multinational peacekeeping operation in order to create suitable conditions for the future legally-binding free expression of will concerning the final status of Nagorno-Karabakh;
