As part of this Partnership, Tunisia and the EU will also work together to support the establishment and strengthening of the Tunisian authorities that will be responsible for identifying those migrants on their territory who are eligible for international protection, processing their asylum applications, applying the principle of ‘non-refoulement’ to them and providing them with lasting protection arrangements.

In line with the relevant Treaty provision (Article 63(2)(b) of the EC Treaty), the aim of the proposal establishing the ERF for 2005-2010 is to express financial solidarity between the Community and the Member States in the reception of asylum-seekers and the management of asylum procedures, the integration of persons enjoying international protection in the EU and actions to promote the voluntary return of persons enjoying protection or asylum-seekers whose applications are rejected even though the new Community asylum legislation and enlargement will engender major structural changes.
