Comme nous le souhaitions, la procédure du mandat d'arrêt européen remplacera intégralement l'extradition sur le territoire de l'Union, ainsi que cela avait été demandé par le Conseil de Tampere en octobre 1999, demande réitérée par le Conseil européen extraordinaire de septembre 2001.
As we wished, the European arrest warrant will fully replace the extradition process throughout the European Union, something that had been requested by the Tampere European Council in October 1999, a request that was reiterated by the Extraordinary European Council of September 2001.

The Council framework decision of 13 June 2002 on the European arrest warrant, which will soon replace the previous extradition system, includes terrorism among the offences that will give rise to surrender, pursuant to a European arrest warrant, provided the offence is punishable in the issuing Member State by a custodial sentence or detention order for a maximum period of at least three years.
