Given the vital importance of proper information sources to facilitate a rapid response to any outbreak of a disease in the crucial early stages, I propose an amendment to Directive 90/426 on equidae which would arm us for such a coherent response by providing for the establishment of a Community Reference Laboratory for equine diseases.

En dépit de l’adoption d’un grand nombre d’amendements du Parlement européen, comme l’exclusion des sociétés de classification ayant un quelconque lien commercial, personnel ou familial avec le propriétaire ou le gérant du navire, comme l’amélioration de la transparence par l’obligation des sociétés de classification de mettre à la disposition de toutes les personnes intéressées toutes les informations pertinentes sur un site Internet, comme, enfin, le contrôle des sociétés de classification dont les navires classés ont eu trop d’accidents, le Parlement et le Conseil ne se sont toujours pas mis d’accord sur deux points cruciaux et c’est pourquoi, en cas d’adoption des présentes recommandations, une procédure de conciliation s’impose.
Despite the fact that a plethora of Parliament's proposed amendments have been adopted, such as the exclusion of classification societies with some form of business, personal or family links to the shipowner or operator, greater transparency by requiring classification societies to ensure that all relevant information is made available to all interested parties on their websites, scrutiny of classification societies where the accident rate recorded by the ships classed is excessively high, the Council and Parliament still disagree on two very important points, which is why a conciliation procedure would appear to be in order if the recommendations before us, which we support, are accepted.

- (DE) Monsieur le Président, les rapporteurs Duff et Voggenhuber et la commission des affaires constitutionnelles ont fait du bon travail. Le rapport est bon en tant que tel car il transmet les messages cruciaux sans pour autant anticiper sur le travail de la Convention. Je caresse donc l'espoir que demain, l'Assemblée plénière votera ce rapport tel que nous l'avons élaboré en commission des droits fondamentaux. Il est toutefois un point à propos duquel je souhaiterais une modification. J'ai d'ailleurs introduit, au nom de mon groupe, une proposition d'amendement à ce propos. Elle concerne le thème, plusieurs fois abordé aujourd'hui, de l'adhésion de l'Union européenne à la Convention européenne des droits de l'homme. Cette adhésion à la Convention était un objectif important dans le passé. C'était un objectif important et justifié dans le passé, aussi longtemps qu'il n'y avait pas de perspective de création d'un catalogue des droits fondamentaux propre à l'Union européenne. De ce point de vue, cette solution de second choix était bien meilleure que rien du tout.
– (DE Mr President, the rapporteurs Duff and Voggenhuber, as well as the Committee on Constitutional Affairs, have done some sterling work. The report itself is sound because it conveys the key messages without going so far as to anticipate the work of the fundamental rights convention. I therefore nurture the hope that tomorrow in plenary sitting, this report will be adopted in the form we in the Committee on Citizens’ Freedoms and Rights drafted it in. However there is one point which I would like to be amended. I have tabled an amendment to this effect on behalf of my group. It concerns the question, raised repeatedly today, as to whether the European Union should sign up to the European Convention on Human Rights. This was an important goal in the past. It was an important and appropriate goal in the past precisely because there was no intention, at that stage, to create our own, autonomous catalogue of fundamental rights at European Union level; viewed in this light, it was far better to have that, as a second-best solution, than nothing at all.
