31. se félicite, au regard du nombre alarmant d'enfants privés d'éducation et du rôle considérable que peut jouer l'éducation dans le développement de la résilience des populations, de l'engagement pris par la Commission d'augmenter les moyens financiers attribués à l'éducation des enfants en situation d'urgence humanitaire; invite le Conseil à avaliser la proposition de la Commission de consacrer 4 % du budget de l'aide humanitaire de l'Union à cette fin; estime que cette augmentation ne devrait au détriment d'autres besoins élémentaires;
31. Welcomes the Commission’s commitment – given the alarming number of children who are denied education, and the huge potential of education to increase people’s resilience – to increase financing for education for children in humanitarian emergencies; calls on the Council to endorse the Commission’s proposal to dedicate 4 % of the EU humanitarian aid budget to this purpose; considers that this increase should not result in less attention being paid to other primary needs;

Calls on the conflicting parties in conflicts to respect the basic principles of IHL and refrain from deliberately targeting civilian infrastructures; stresses the importance of improving the security of aid workers in order to react to the attacks more effectively; requests therefore that the EU and its Member States call on the UN and the UN Security Council to guarantee the protection of both local and international humanitarian workers.

Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

12. s'inquiète profondément de la détérioration de la situation humanitaire en Libye ainsi que pour les réfugiés à ses frontières et aux alentours de celles-ci; souligne que des milliers de personnes sont bloquées du côté libyen de la frontière avec l'Égypte et la Tunisie et se voient refuser le droit de passage, ce qui crée une situation d'urgence humanitaire; invite les autorités libyennes actuelles et futures à laisser entrer les organisations humanitaires et à garantir la sécurité du personnel humanitaire; souligne que l'UE doit évaluer, d'urgence, les besoins humanitaires en Libye et dans les pays voisins et déployer rapidement toute l'assistance financière et humaine nécessaire; se félicite des mesures prises et des fonds affectés jusqu'à présent par le commissaire Georgieva et par ECHO ainsi que de l'assistance humanitaire fournie par certains États membres pour relever ce défi;

Is deeply concerned by the deteriorating humanitarian situation in Libya as well as for refugees in and around its borders; stresses that thousands of people are stuck on the Libyan and Egyptian side of the border with Tunisia and are denied the right to cross, consequently generating a situation of humanitarian emergency; calls on the present and coming Libyan authorities to grant access to humanitarian organizations and guarantee the safety of the humanitarian personnel; stresses that the EU must urgently assess the humanitarian needs in Libya and the neighbouring countries and quickly deploy all the necessary financial and human assistance; Welcomes measures taken and funds deployed so far by Commissioner Georgieva and ECHO as well as the humanitarian assistance provided by some Member States to meet this challenge;
