Julian Fantino (Minister of International Cooperation, CPC): Mr. Speaker, in response to (a), through the international assistance envelope, CIDA is focusing its international assistance on three thematic sectors: sustainable economic growth, food security, children and youth, and humanitarian assistance.

Calls on the Burmese Government in the most strenuous terms to put its people's lives first and open cyclone-affected areas to international humanitarian aid operations, to immediately grant visas to aid workers, to allow UN and international humanitarian agencies to distribute the aid directly to those in need and to allow nearby countries to deliver aid by air and sea to the victims who cannot be reached quickly in any other way;

$376.8 million to the Canadian International Development Agency (CIDA): to increase the grant ceiling for several class grants to allow CIDA to implement programming in Afghanistan and Iraq and to make additional grants to the World Food Program, the United Nations High Commissioner for Refugees (UNHCR) and the International Committee for the Red Cross, as well as for other international aid programming ($172 million); for international assistance programming as part of the 8% increase to the International Assistance Envelope announced in the 2003 Budget ($131 million); and for the Canada Fund for Africa, the purpose of which is to provide grants and contributions for the economic and social development of Africa ($73.8 million);

Some of the more important items affecting more than one organization for which approval is required include the following: $841.6 million in new funding dedicated to public security, combating terrorism and ensuring the economic security of Canadians in the wake of the September 11 terrorist attacks; $392 million for compensation for collective agreements; $215 million for increased funding for other international assistance, such as $100 million to the Canadian International Development Agency for humanitarian and transition assistance in Afghanistan and surrounding countries, $98.9 million to the Canadian International Development Agency for payments to the international multilateral institutions, and $16.1 million to the Department of Finance for payments to the International Monetary Fund's Poverty Reduction and Growth Facility; and $125 million to Environment Canada and Natural Resources Canada for grants to the Canadian Federation of Municipalities.
