Un État européen ayant introduit une demande d'adhésion à l'Union ne peut devenir membre que lorsqu'il a été confirmé qu'il remplit les critères d'adhésion arrêtés lors du Conseil européen de Copenhague en juin 1993 (ci-après dénommés «critères de Copenhague») et pour autant que l'adhésion ne dépasse pas les limites de la capacité de l'Union à intégrer ce nouveau membre.
A European State which has applied to join the Union can become a member only when it has been confirmed that it meets the membership criteria established at the Copenhagen European Council in June 1993 (the ‘Copenhagen criteria’) and provided that the accession does not overstretch the capacity of the Union to integrate the new member.

Notes with concern that in most of the Balkan accession countries the process for the social inclusion of Roma has slowed down and, in some cases, even came to a halt; calls on the respective governments to step up their efforts to further integrate Roma citizens and guarantee the elimination of all forms of discrimination and prejudice against Roma, especially women and girls who suffer from multiple, compound and intersectional discrimination; calls on the Commission to enhance its efforts to involve the enlargements countries at whatever stage of accession, and to mobilise the Instrument on Pre-Accession Assistance (IPA) and the mechanism of the Stabilisation and Association (SAA) process;

Le présent protocole additionnel entre en vigueur pour un État ou une organisation régionale d'intégration économique qui le ratifie, l'accepte, l'approuve ou y adhère après le dépôt du quarantième instrument mentionné au paragraphe 1 ci-dessus, soit le quatre-vingt-dixième jour après la date de dépôt par cet État ou par cette organisation régionale d'intégration économique de son instrument de ratification, d'acceptation, d'approbation ou d'adhésion, ou à la date à laquelle le protocole entre en vigueur pour cet État ou pour cette organisation régionale d'intégration économique, la date la plus tardive étant retenue.
2. This Supplementary Protocol shall enter into force for a State or regional economic integration organization that ratifies, accepts or approves it or accedes thereto after the deposit of the fortieth instrument as referred to in paragraph 1 above, on the ninetieth day after the date on which that State or regional economic integration organization deposits its instrument of ratification, acceptance, approval, or accession, or on the date on which the Protocol enters into force for that State or regional economic integration organization, whichever shall be the later.

G. whereas Croatia's successful accession will have wider European and regional implications and will give positive impetus to the process of European integration in both the EU and the Western Balkan region; whereas the prospect of EU membership is a powerful incentive for candidate and potential candidate countries in the region, on the path to European integration, to pursue the necessary political, economic and legislative reforms and the strengthening of peace, stability and reconciliation based on good-neighbourly relations; whereas the EU should reinforce the European perspective for Croatia's neighbouring countries and constantly encourage those countries to fulfil their obligations on their own route to full EU membership;

This Protocol shall enter into force for a State or regional economic integration organization that ratifies, accepts or approves this Protocol or accedes thereto after the deposit of the fiftieth instrument as referred to in paragraph 1 above, on the ninetieth day after the date on which that State or regional economic integration organization deposits its instrument of ratification, acceptance, approval or accession, or on the date on which the Convention enters into force for that State or regional economic integration organization, whichever shall be the later.
