Nous allons: · lancer des programmes globaux de renforcement des institutions similaires à ceux mis en œuvre avec les partenaires de l'Est; · engager un dialogue sur les migrations, la mobilité et la sécurité avec la Tunisie, le Maroc et l'Égypte (première étape vers un partenariat pour la mobilité); · renforcer la coopération industrielle euro-méditerranéenne; · lancer des programmes pilotes pour soutenir le développement agricole et rural; · axer l'action de l'Union pour la Méditerranée sur des projets concrets présentant un intérêt évident pour les populations de la région méditerranéenne; · favoriser la coopération sous-régionale; · renforcer le dialogue sur les politiques sociales et de l'emploi.
We shall: · undertake Comprehensive Institution-Building programmes similar to those implemented with the eastern partners · launch a dialogue on migration, mobility and security with Tunisia, Morocco and Egypt (as a first step towards a Mobility Partnership) · strengthen Euro-Mediterranean industrial cooperation · launch pilot programmes to support agricultural and rural development · focus the Union for the Mediterranean on concrete projects with clear benefits to populations of the Mediterranean region · advance sub-regional cooperation · enhance dialogue on employment and social policies

Cette communication proposait une mise en oeuvre progressive de cette nouvelle approche, consistant dans un premier temps à lancer des actions préparatoires spécifiques afin d'explorer les possibilités d'actions à entreprendre, puis à formuler des propositions plus concrètes de programmes et de projets à mettre en oeuvre, dont la participation aux plans d'action globaux pilotés par le HCR et aux initiatives «Agenda pour la protection» et «Convention Plus» du HCR, qui visent toutes deux à adapter et à renforcer le régime de protection internationale.
The June 2003 Communication suggested a graduated implementation of this new approach; first taking preparatory actions to test the ground for what could be done followed by more concrete proposals for programmes and projects to be implemented including participation in UNHCR steered Comprehensive Plans of Action and within the context of the "Agenda for Protection" and the "Convention Plus" initiatives of UNHCR which are both aimed at adapting and reinforcing the international protection regime.

elaborate and submit to the Afghan Government, within the framework of EU-sponsored illicit supply reduction programmes, a comprehensive plan and strategy aimed at controlling drug production in Afghanistan, by improving governance and tackling corruption at the highest levels of the Afghan administration (with a special focus on the Ministry of the Interior), using existing international legal instruments; targeting action against the key traffickers on the ground; improving comprehensive rural development, particularly in the poorest areas and in those not yet producing opium on a large scale; carefully and selectively engaging in manual eradication; and looking at the possibility of pilot projects for small-scale conversion of parts of the current illicit poppy cultivation into fields for the production of legal opium-based analgesics; that production should be subject to strict on-the-spot surveillance which should in its turn be complemented with monitoring by an international organisation, such as the UNDCP, which supervises that production and prevents any diversion of the product to other, illegal, markets such as the heroin market;

the growing interest in eParticipation and the impact of ICT on activities in the political sphere and welcomes its inclusion in the i2010 eGovernment Action Plan; the importance of innovation as an essential part of eGovernment and the significant contribution of the public sector in achieving the overall Lisbon goals; the important role efficient and seamless eGovernment services play in improving the competitiveness of European economies; the need to formulate requirements and identify opportunities to stimulate innovation and lead markets through eGovernment solutions; the necessity to continuously improve the efficiency and effectiveness of public administrations by promoting innovative services and processes aiming at reducing administrative burden on citizens and businesses; that high-impact eGovernment services have the potential to facilitate the exercise of the four internal market freedoms, to ensure better quality of life and inclusion and to enable greater participation of European citizens in the decision-making process at European, national, regional and local levels; the need to safeguard through the promotion of open standards, open specifications, open interfaces and interoperable solutions that eGovernment solutions at the national level do not lead to new barriers in the internal market.
