Le Conseil, dans ses conclusions du 26 novembre 1998 relatives au futur cadre de l'action communautaire dans le domaine de la santé publique et dans sa résolution du 8 juin 1999, le Comité économique et social, dans son avis du 9 septembre 1998, le Comité des régions, dans son avis du 19 novembre 1998, et le Parlement européen, dans sa résolution du 10 mars 1999, se sont félicités de la communication de la Commission du 15 avril 1998 et ont confirmé qu'il conviendrait d'inscrire l'action au niveau communautaire dans un programme global, à mener pendant une période d'au moins cinq ans et comprenant trois objectifs généraux, à savoir améliorer l'information aux fins de la santé publique, réagir rapidement aux menaces pour la santé et agir sur les déterminants de la santé à travers la promotion de la santé et la prévention des maladies, avec l'appui de mesures intersectorielles et l'utilisation de tous les instruments appropriés prévus par le traité.
The Council in its conclusions of 26 November 1998 on the future framework for Community action in the field of public health, and in its Resolution of 8 June 1999, the Economic and Social Committee, in its opinion of 9 September 1998, the Committee of the Regions, in its opinion of 19 November 1998, and the European Parliament, in its Resolution of 10 March 1999, welcomed the Commission communication of 15 April 1998 and supported the view that actions at Community level should be set out in one overall programme to run for a period of at least five years and comprising three general objectives, namely improving information for the development of public health, reacting rapidly to health threats and tackling health determinants through health promotion and disease prevention, underpinned by inter-sectoral action and the use of all appropriate Treaty instruments.

Au moment où la Commission adopte les Cadres Communautaires d'Appui (CCA)(1) pour les régions éligibles à l'intervention des Fonds Structurels au titre de l'objectif de développement rural 5b(2) de la réforme des fonds structurels communautaires, il est opportun de situer cette décision dans le contexte plus général de l'action communautaire en faveur du Monde Rural.
The Commission's decision to adopt the Community support frameworks (CSF) (1) for the regions eligible for assistance from the structural Funds under Objective of Rural Development 5(b) (2) should be seen in the more general context of Community measures to assist rural society.

IV. UNE NOUVELLE METHODE POUR L'ACTION STRUCTURELLE Dorenavant, la Commission propose d'articuler l'action structurelle communautaire a trois niveaux differents: - premier niveau: les Etats membres soumettent leur plans dans lesquels il presentent leur politique, leurs objectifs et leurs besoins. - second niveau: c'est l'elaboration par la Commission, en concertation avec les Etats membres et, eventuellement, les autorites regionales ou autres, des cadres communautaires d'appui. Ceux-ci permettront de definir les priorites de l'action communautaire et d'identifier les interventions structurelles necessaires. - troisieme niveau: c'est le niveau operationnel ou la forme privilegiee de l'intervention sera celle des programmes. Les programmes se substitueront aux petits projets qui entrainent une dispersion des ressources des Fonds Structurels et une limitation serieuse de leur efficacite.
IV. NEW APPROACH TO STRUCTURAL OPERATIONS The Commission is proposing a three-stage process for Community structural operations: - first stage: Member States submit plans setting out their policy, objectives and requirements; - second stage: the Commission, in consultation with Member Staes and, where appropriate, the regional or other authorities, will draw up Community support frameworks for defining the priorities for ommunity action identifying the structural operations needed; - third stage: this is the operational stage, at which programmes will be the preferred policy instrument and will replace small projects, which result in dispersal of the structural Funds' resources and seriously limit their effectiveness.

LA STRATEGIE POUR LE DEVELOPPEMENT DE LA FORMATION CONTINUE La stratégie proposée en vue de réaliser les objectifs ambitieux que la Communauté s'est donnée, s'appuie sur un processus dynamique qui se déroule suivant trois axes complémentaires : - la proclamation solennelle du droit à la formation professionnelle, dans le cadre de la Charte communautaire des droits sociaux fondamentaux ; - l'adoption d'un nouvel Avis Commun sur l'éducation et la formation, dans le cadre du Dialogue Social au niveau communautaire ; - la décision relative à un programme d'action communautaire.
STRATEGY FOR THE DEVELOPMENT OF CONTINUING TRAINING The strategy proposed in order to attain the ambitious objectives which the Community has set itself is based on a dynamic process which will proceed in three complementary directions: (i) solemn declaration of the right to vocational training, under the Community Charter of Fundamental Social Rights; (ii) adoption of a new Joint Opinion on education and training, in the context of the social dialogue at Community level; (iii) decision on a Community action programme.

Sur les 27 % supplémentaires en chiffres absolus, 6,2 % sont imputables directement à l'action communautaire. - l'appui au secteur productif s'est concrétisé par le cofinancement de près de 8.000 projets qui ont généré un investissement d'environ 600.000 millions de pesetas et quelques 50.000 emplois.
Of this 27 percentage points increase, 6.2 points may be attributed to Community measures; - support for the productive sector involved the part-financing of almost 8 000 projects which generated investment of some PTA 600 000 million and created about 50 000 jobs.
