Définition: Trouble mal défini dont la validité nosologique reste incertaine. Cette catégorie concerne des enfants ayant un retard mental prononcé (Q.I. inférieur à 34) associé à une hyperactivité importante, une perturbation majeure de l'attention et des comportements stéréotypés. Les médicaments stimulants sont habituellement inefficaces (alors qu'ils peuvent être efficaces chez les enfants ayant un Q.I. normal) et peuvent provoquer une réaction dysphorique sévère (accompagnée parfois d'un ralentissement psychomoteur). A l'adolescence, l'hyperactivité fait souvent place à une hypoactivité (ce qui n'est habituellement pas le cas chez les enfants hyperkinétiques d'intelligence normale). Ce syndrome s'accompagne par ailleurs souvent de divers retards du développement, spécifiques ou globaux. On ne sait pas dans quelle mesure le syndrome comportemental est la conséquence du retard mental ou d'une lésion cérébrale organique.
Definition: An ill-defined disorder of uncertain nosological validity. The category is designed to include a group of children with severe mental retardation (IQ below 35) who show major problems in hyperactivity and in attention, as well as stereotyped behaviours. They tend not to benefit from stimulant drugs (unlike those with an IQ in the normal range) and may exhibit a severe dysphoric reaction (sometimes with psychomotor retardation) when given stimulants. In adolescence, the overactivity tends to be replaced by underactivity (a pattern that is not usual in hyperkinetic children with normal intelligence). This syndrome is also often associated with a variety of developmental delays, either specific or global. The extent to which the behavioural pattern is a function of low IQ or of organic brain damage is not known.

Dans une lettre du 29 janvier 2013, M. Brok, président de la commission des affaires étrangères, a attiré l'attention sur le fait que le règlement ne permettait actuellement pas à d'autres commissions d'émettre un avis sur les résolutions relatives aux accords internationaux, alors même qu'en raison de l'augmentation du nombre d'accords globaux comportant un important volet commercial, il devient essentiel que la commission du commerce international soit autorisée à contribuer à l'élaboration de la position du Parlement.
By letter of 29.1.2013, Mr. Brok, Chair of the Committee on Foreign Affairs, drew attention to the fact that the Rules of Procedure do not currently allow other committees to give an opinion on resolutions relating to international agreements although the increase in the number of comprehensive agreements with an important trade component makes it indispensable that the Committee on International Trade is allowed to contribute to shaping Parliament's position.

Recalls its view that the Association Agreements are an important tool for stimulating reform and should include concrete conditions, timetables and performance benchmarks and be accompanied by a regular monitoring process in order to efficiently deepen the bilateral relationship with the EU in a holistic way and to enhance coherence between all of the components of such agreements, i.e. the political, economic, social and cultural components and the human rights obligations; stresses that the Comprehensive Institution-Building Programmes should be launched as swiftly as possible; emphasises that, bearing in mind the ambitious nature of the Association Agreements and their crucial importance for the future of the EaP, the EU should support these countries through the provision of technical and financial assistance, so as to empower them to fulfil the implementation commitments; reminds the Commission of its responsibility to keep Parliament and the relevant rapporteurs duly informed of the negotiating mandates for the Association Agreements and of the negotiations themselves;

Notes that the 10-year MFF, as proposed by the Commission in the Budget Review, could provide substantial stability and predictability for the financial programming period but, as the overall ceilings and the core legal instruments would be fixed for ten years, it will increase the rigidity of the MFF and render the adjustments to new situations extremely difficult; considers, however, that a 5+5 cycle could only be envisaged if an agreement on a maximum level of flexibility, including an obligatory mid-term review, was reached with the Council and enshrined in the MFF regulation;
