Such contribution will be taken from the uncommitted balance of the allocation referred to in Article 3(2)(b) of Annex IV to the ACP-EC Partnership Agreement, the so-called B-allocation. If the uncommitted balance of the B-allocation is insufficient, the remainder will be taken from the uncommitted balance of the allocation referred to in Article 3(2)(a) of Annex IV, the so-called A-allocation. A total amount of EUR 126,4 million shall thus be transferred from the respective country allocations to the intra-ACP allocation under the envelope for regional cooperation and integration and used for the creation of a Peace Facility for Africa.

(4) L'accord interne entre les représentants des gouvernements des États membres, réunis au sein du Conseil, relatif au financement et à la gestion des aides de la Communauté dans le cadre du protocole financier de l'accord de partenariat ACP-CE donne mandat à la Commission pour fixer les dotations indicatives accordées aux régions à partir des critères définis dans l'accord de partenariat ACP-CE.
(4) The Internal Agreement between Representatives of the Governments of the Member States, meeting within the Council, on the financing and administration of Community Aid under the Financial Protocol to the ACP-EC Partnership Agreement mandates the Commission to establish the indicative grant allocations to regions on the basis of the criteria defined in the ACP-EC Partnership Agreement.

In accordance with the Cotonou Agreement and the Internal Agreement between EU Member States, the Commission's services have proposed to the EDF Committee to ensure support from the Community to the Water Initiative by transferring the unallocated resources remaining under the 9th EDF reserve for regional co-operation (EUR96 million) to the allocation for intra-ACP co-operation and to use these funds for a contribution to an ACP-EU Water Facility.
