Senator Kinsella: The New Brunswick model provides this example: The Canadian National Railway, knowing that they would not be able to accommodate the needs of a person with a disability, would like to have predetermined the existence of a bona fide limitation because, under another section of the proposed amendment before us, the Governor in Council will have the authority to make regulations on this whole issue of what would constitute reasonable accommodation.
