Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. I. whereas Palmyra is a symbol of Syria’s rich cultural heritage, containing the monumental ruins of a great city that was one of the most important cultural centres of the ancient world; whereas IS/Da’esh’s mass killings and acts of destruction of archaeological and cultural heritage have been considered, under certain circumstances, to constitute crimes against humanity and ‘cultural cleansing’, and amount to a war crime according to the Rome Statute of the International Criminal Court; whereas these systematic attacks on cultural heritage were described by UNESCO Director-General Irina Bokova as ‘cultural cleansing’;

6. demande aux États membres de se conformer pleinement à toutes les résolutions pertinentes du Conseil de sécurité des Nations unies, en prenant notamment toutes les mesures nécessaires afin d'empêcher le commerce transfrontalier de biens culturels d'importance archéologique, culturelle, historique et religieuse acquis de manière illégale, tout en veillant à ce qu'ils soient restitués à leurs pays d'origine;
6. Calls on the Member States to fully comply with all relevant UN Security Council resolutions, notably by taking all appropriate measures to prohibit cross-border trade in unlawfully removed cultural assets of archaeological, cultural, historical and religious importance while asking for their return to the countries they belong to;

It shall be prohibited to import, export, transfer, or provide brokering services related to the import, export or transfer of, Syrian cultural property goods and other goods of archaeological, historical, cultural, rare scientific or religious importance, including those listed in Annex XI, where there are reasonable grounds to suspect that the goods have been removed from Syria without the consent of their legitimate owner or have been removed in breach of Syrian law or international law, in particular if the goods form an integral part of either the public collections listed in the inventories of the conservation collections of Syrian museums, archives or libraries, or the inventories of Syrian religious institutions.

The Council would like to draw the honourable Member’s attention to Council Regulation (EC) No 1210/2003 of 7 July 2003 concerning certain specific restrictions on economic and financial relations with Iraq. This states that it is prohibited to import into the territory of the Community, export from the territory of the Community and to deal in Iraqi cultural property and other items of archaeological, historical, cultural, rare scientific and religious importance if they have been illegally removed from locations in Iraq.
