Stresses that innovatory processes require adequate territorial organisation, with the creation of new models for relations between enterprises, research centres, universities (such as clusters, districts and platforms) and points to the positive effect innovation can have on organisational processes; invites the Member States to use the Structural Funds for building new and strengthening existing technical infrastructure for innovation development in the form of innovation centres, technical incubators and research-development centres in the regions endowed with sufficient innovative and knowledge potential; takes the view that a pre-condition of innovative capacity-building in the EU is free or low-cost broadband access, which serves to facilitate knowledge-based enterprise; welcomes efforts to promote knowledge transfer between universities and other public research organisations and industry;

The cooperative relationship will involve among others matters related to science and technology for poverty alleviation programmes; science and technology policy exchanges; research and innovation partnerships to support economic cooperation and employment creation; cooperation in global frontier research programmes and global research infrastructures; support for African continental and regional science and technology programmes; strengthening the multilateral science and technology dialogue and partnerships; exploiting synergy between multilateral and bilateral science and technology cooperation; human capital development and global mobility of researchers; and concerted and targeted cooperation in specific science and technology thematic areas as jointly identified by the Parties".

Le développement d'une approche européenne en matière d'infrastructures de recherche et la mise en oeuvre d'actions dans ce domaine au niveau de l'Union peuvent contribuer de manière significative à stimuler le potentiel européen de recherche et son exploitation: en aidant à assurer un plus large accès aux infrastructures existant dans les différents États membres et à renforcer la complémentarité des installations en place; en stimulant le développement ou la création d'infrastructures assurant un service à l'échelle européenne, ainsi que des choix de construction optimaux en termes européens comme en termes de développement technologique régional et transrégional.
The development of a European approach with regard to research infrastructures, and the carrying out of activities in this area at Union level, can make a significant contribution to boosting European research potential and its exploitation: by helping to ensure wider access to the infrastructures existing in the different Member States and increasing the complementarity of the facilities in place; by promoting the development or establishment of infrastructures ensuring a service on a European scale, as well as optimum construction choices in European terms and in terms of regional and transregional technological development.

Le développement d'une approche européenne en matière d'infrastructures de recherche, et la mise en oeuvre d'actions dans ce domaine au niveau de l'Union, peuvent significativement contribuer à renforcer le potentiel européen de recherche et son exploitation : en aidant à assurer un plus large accès aux infrastructures existant dans les différents Etats membres et à renforcer la complémentarité des installations en place ; en stimulant le développement ou la création d'infrastructures assurant un service à l'échelle européenne, ainsi que des choix de construction optimaux en termes européens comme de développement technologique régional.

Regional research and innovation activities have a significant influence on the structuring of European research capacity as a whole, for example through the organisation and development of research infrastructure, specialised equipment and facilities; linkages with industrial development zones; development and support of centres of excellence; establishment of science and technology parks; mobility of researchers etc.
