Bearing in mind that, in a globalised world, fraud is increasingly being committed across international borders, stresses the importance of having a strong legal framework with clear commitments from the partner countries, and welcomes the inclusion of anti-fraud provisions in new or renegotiated bilateral agreements, including the draft agreements with Afghanistan, Kazakhstan, Armenia, Azerbaijan and Georgia and, in a more streamlined version, with Australia, and calls on the Commission and the EEAS to develop a standard clause whereby these provisions are included in all new or renegotiated bilateral and multilateral agreements with third countries;

Is concerned by the on-going negotiations of the Commission on a plurilateral trade in services agreement (TISA) with mainly OECD countries and the expressed intention to sign up to even further liberalisation than enshrined in the current GATS agreement; cautions on the ambition to conclude negotiations in time for the upcoming WTO ministerial conference on 9 December 2013; considers that the increasing number of bilateral and plurilateral agreements is leading to an accelerated reduction of democratic participation of developing countries in defining the agenda of the international terms of trade within the framework of the WTO; considers that TISA is a new threat to public services, which are an essential tool for the reduction of poverty, for job creation and for democracy and are of particular importance to citizens in times of crisis; opposes any further liberalisation of financial services that would limit the political scope of governments to regulate and control the financial sector, which is necessary to prevent tax evasion and money laundering;

Je voudrais souligner que la procédure pour la conclusion d’accords bilatéraux avec des pays tiers nous donne une occasion unique de prouver que l’Union européenne est capable de résoudre les problèmes de ses citoyens, dans leur intérêt, ce qui est particulièrement important dans le contexte actuel de crise économique et au vu de l’euroscepticisme croissant dans de nombreux États membres.
I would like to stress that the procedure for concluding bilateral agreements with third countries gives us a unique opportunity to demonstrate that the European Union is able to solve the problems of its citizens in their interest, which is particularly important in the context of the economic crisis and the growing Euroscepticism in many Member States.

However, in view of (i) the growing importance of the Chinese aviation market, (ii) the difficulties encountered by individual Member States in seeking to bring bilateral agreements into conformity with Community law and (iii) the benefits of replacing the fragmented European approach in its relations with China with a co-ordinated and liberal approach, the Commission is of the view that it is now time to develop a wider range of opportunities between China and the Community in air transport.
