Bien que le Parlement n'ait pas réussi à convaincre le Conseil, lors du trilogue, d'inclure un mécanisme permettant d'affecter les crédits non engagés en faveur de l'efficacité énergétique et des sources d'énergie renouvelables, la Commission a fait sienne la position du Parlement et a inséré une déclaration dans le règlement final aux termes de laquelle elle envisagera d'utiliser les fonds non engagés à la fin 2010 pour des projets dans le domaine de l'efficacité énergétique et des sources d'énergie renouvelables: "Si, lors de la présentation, en 2010, d'un rapport sur la mise en œuvre du règlement en vertu de l'article 28 de celui-ci, la Commission constate qu'il ne sera pas possible d'engager, avant la fin de 2010, une partie des fonds prévus pour les projets énumérés dans l'annexe du règlement, elle proposera, le cas échéant et en veillant à maintenir un équilibre géographique, de modifier le règlement afin de permettre le financement de projets dans le domaine de l'efficacité énergétique et des sources d'énergie renouvelables qui s'ajouteront aux initiatives susmentionnées, en prévoyant des critères d'éligibilité similaires à ceux qui sont applicables aux projets figurant à l'annexe du règlement".
Even thought the Parliament did not succeed in convincing the Council in the trilogue negotiations to include a mechanism to allocate un-committed funds to energy efficiency and renewable sources of energy, the Commission took the Parliament's view on board by making a declaration attached to the final regulation to consider using any funds unspent by the end of 2010 for energy efficiency and renewable projects: "Should the Commission, when reporting in 2010 on the implementation of the Regulation under its Article 28, find that it will not be possible to commit by the end of 2010 a part of the funds foreseen for the projects listed in the annex to the Regulation, the Commission will propose, if appropriate and in a geographically balanced way, an amendment to the Regulation allowing for the financing of projects in the area of energy efficiency and renewable energy sources, in addition to the above initiatives, including eligibility criteria similar to those applying to projects listed in the Annex to this Regulation".

Je suis d’accord avec le rapporteur sur le fait que la proposition législative avancée par le Parlement devrait faire en sorte que les pays qui ne satisfont pas aux critères d’éligibilité à l’aide publique au développement, mais qui sont ouverts à la promotion de valeurs politiques, économiques et de gouvernance similaires à celles de la Communauté, et avec lesquels la Communauté entretient des relations stratégiques, soient soutenus pour des projets méritant notre attention.
I agree with the rapporteur that the legislative proposal put forward by Parliament ought to ensure that countries which do not fulfil the criteria for classification as eligible for Official Development Assistance, but which are open to the promotion of political, economic and governance values similar to those of the Community and with which the Community has strategic relations, should be supported on projects deserving attention.
