Il ressort des projections fondées sur une analyse exhaustive de l’ensemble des données disponibles relatives aux tendances passées et actuelles, ainsi que des intentions exprimées que, dans un avenir prévisible, une représentation équilibrée entre les hommes et les femmes parmi les administrateurs non exécutifs des conseils des sociétés dans l’ensemble de l’Union, conformément aux objectifs fixés dans la présente directive, ne sera, à aucun moment, réalisée par les États membres agissant séparément. Projections based on a comprehensive analysis of all available information on past and current trends as well as intentions show that a balanced gender representation among non-executive board members across the Union in line with the objectives set out in this Directive will not be achieved by Member States acting individually at any point in the foreseeable future. In the light of those circumstances and given the growing discrepancies between Member States in terms of the representation of women and men on company boards, the gender balance on corporate boards across the Union can only be improved through a common approach, and the potential for gender equality, competitiveness and growth can be better achieved through coordinated action at Union level rather than through national initiatives of varying scope, ambition and effectiveness.

8. Endorses the views expressed in the Green Paper on Territorial Cohesion concerning competitiveness, which ‘depends on building links with other territories to ensure that common assets are used in a coordinated and sustainable way’ in order to release the potential inherent in the EU’s territorial diversity; stresses, in that connection, that the smooth and coordinated operation of transport services, sufficient access to telecommunications and the pooling, where appropriate, of energy, healthcare, research, education, environmental protection and infrastructure are basic conditions for further boosting competitiveness; calls on the Commission to bring forward concrete proposals for the definition and consistent implementation of the objective of territorial cohesion;

7. Stresses the need for better coordination and complementarity of actions between the EU and the Member States so that a swift, effective and coordinated and visible crisis/disaster response is achieved, thus ensuring a linked relief rehabilitation and development approach, with a sustained transition between immediate relief and post-emergency response;

Dans cette résolution, le Parlement suggère entre autres à la Commission «de proposer sans délai au Conseil - en dehors de son obligation de rapport triennal sur la citoyenneté de l'Union conformément à l'article 22 du traité CE - l'adoption de concepts communs et de lignes directrices contraignantes permettant l'élaboration de normes communes en matière de protection consulaire; demande à la Commission d'intensifier son effort en matière de communication et d'information, notamment par le biais de la mise en place d'un numéro de téléphone d'urgence européen unique, figurant dans le passeport des citoyens de l'Union à côté de l'article 20 du traité CE, et permettant à tout citoyen de l'Union d'être relié à un centre de renseignement lui permettant d'obtenir toutes les informations utiles en cas de situation critique déclenchant le processus de protection consulaire, et notamment la liste à jour des coordonnées des ambassades et consulats des États membres auxquels il est en droit de s'adresser; ce numéro pourrait être centralisé à Bruxelles; demande à la Commission, une fois le traité de Lisbonne ratifié, de lui soumettre une proposition de modification de la décision 95/553/CE afin d'y inclure expressément: la protection diplomatique, l'identification et le rapatriement des dépouilles, une simplification des procédures d'avances pécuniaires».
In this Resolution, the Parliament, amongst others, "suggests that the Commission should propose without delay to the Council (over and above the requirement for it to report every three years on Union citizenship pursuant to Article 22 of the EC Treaty) that common concepts and binding guidelines enabling common standards to be established in the field of consular protection be adopted; calls on the Commission to intensify its communication and information efforts, in particular by establishing a single European emergency telephone number for inclusion in the passports of Union citizens together with the text of Article 20 of the EC Treaty, enabling any Union citizen to be connected to a call centre which will provide him with comprehensive information in the event of a critical situation triggering the consular protection process in particular an up-to-date list of contact details for the Member States' embassies and consulates to which he is entitled to apply; the number could be administered on a central basis in Brussels; calls on the Commission to submit to it, once the Lisbon Treaty has been ratified, a proposal for amending Decision 95/553/EC, so that it expressly includes: diplomatic protection; the identification and repatriation of mortal remains; simplification of the procedures for advancing money".

Underlines that Euro-Atlantic and wider international security is closely tied to Afghanistan's future as a peaceful, democratic state that is respectful of human rights and free from the threat of terrorism; welcomes, therefore, NATO's firm and long-term commitment to Afghanistan as underlined in ISAF's (International Security Assistance Force) ‘New Strategic Vision’, as well as the comprehensive approach by the international community, bringing together civilian and military efforts, including the EU Police Mission (EUPOL) which is part of the overall EU commitment to Afghanistan and of a coordinated EU approach that includes local political guidance provided by the EU Special Representative and a reconstruction effort managed inter alia through the Commission; calls on the EU and the United States to take urgent steps to increase, improve and better coordinate their development assistance to Afghanistan, inter alia by channelling as many funds as possible to Afghan institutions and experienced non-governmental organisations;
