Le Conseil considère qu'il convient d'affiner l'analyse au niveau communautaire en apportant des améliorations aux données qui sont utilisées ainsi qu'en explorant d'autres options qui n'étaient pas envisagées dans l'analyse initiale de la Commission.
The Council considers that the analysis at Community level should be refined by making improvements to the data which are used as well as by exploring alternative options which were not considered in the Commission’s original analysis.
