Le GRP a recommandé des conclusions opérationnelles sur les points suivants : * à l'avenir, les réponses des Etats membres aux rapports de la Cour des comptes devront être prises davantage en considération et la Commission tiendra compte des actions entreprises par les Etats membres dans son rapport de suivi relatif à la décharge; * la Commission proposera des modifications au règlement du Conseil no 1552/89 afin de renforcer les dispositions relatives au recouvrement des ressources propres; * il faudra convenir d'un plan d'action en vue d'améliorer la coopération entre la Commission et les Etats membres en matière de prévision et d'exécution budgétaire; * il conviendra de s'accorder sur les actions à entreprendre en vue d'améliorer les performances en matière d'évaluation des politiques communautaires en partenariat entre la Commission et les Etats membres; * la Commission devra adopter des règles précises sur l'éligibilité des dépenses dans le cadre des Fonds structurels, qui semble être l'une des causes principales des erreurs relevées par la Cour des comptes; * il est nécessaire de préciser les circonstances dans lesquelles la Commission doit procéder à des corrections financières nettes dans le cadre des Fonds structurels lorsque des irrégularités systématiques ont été relevées; * des accords bilatéraux doivent être conclus entre le contrôleur financier de la Commission et les organismes compétents des Etats membres afin d'améliorer la coordination des contrôles entre les organismes responsables au niveau communautaire et national; * il convient de veiller à ce que l'étanchéité à la fraude soit considérée comme une question hautement prioritaire dans l'élaboration des propositions législatives.
The PRG has recommended operational conclusions on the following points : * in future greater account should be taken of Member States' responses to the Court of Auditors reports and the Commission will reflect actions taken by the Member States in its follow up report to the budget discharge; * the Commission will propose amendments to Council Regulation 1552/89 to reinforce the provisions on the recovery of own resources; * agreement on an action plan to improve the cooperation between the Commission and the Member States on budget forecasting and execution; * agreement on actions to improve performance on the evaluation of EU policies in partnership between the Commission and the member States; * adoption by the Commission of clear rules on the eligibility of expenditure for finance from the Structural Funds which seems to be one of the main causes of the errors detected by the Court of Auditors; * clarification of the circumstances in which the Commission should make net financial corrections in the Structural Funds when systematic irregularities have been detected; * reaching bilateral agreements between the Commission's Financial Controller and the relevant bodies in the Member States to improve coordination of controls between the responsible bodies at EU or national level; * the need to ensure that the issue of fraud proofing is given high priority in considering legislative proposals.
