Au-delà des intérêts particuliers qui rapprochent les États membres limitrophes de nos voisins du Sud et du Nord, il en va de l'intérêt commun de l'UE de consolider la démocratie et l'État de droit, et d'encourager vigoureusement les réformes économiques et l'intégration dans l'ensemble formé par l'Union européenne, la Russie et ses voisins, les Balkans et la Méditerranée prolongée jusqu'au Golfe persique.
Beyond the specific interests uniting those Member States which share a border with the EU's neighbours to the North and South, the EU has a collective interest in consolidating democracy and the rule of law and in vigorously encouraging economic reforms and integration throughout the area formed by the EU with Russia and its neighbours, the Balkans and the Mediterranean through to the Persian Gulf.

Applauds the Commission for coming out in favour of setting up the Euro-Latin American Transatlantic Assembly at the Vienna Summit, since this will help to consolidate democratic governance and strengthen the parliamentary dimension of the partnership; calls on the Fourth Summit to provide expressly in the Final Act or ‘Vienna undertaking’ to set up the Assembly as proposed by the Euro-Latin American joint parliamentary bodies, providing for the membership to be drawn in equal numbers from the Members of the European Parliament on the one hand and, on the other, from Parlatino, Parlacen, Parlandino, the Mercosur Joint Parliamentary Committee and the EU-Mexico and EU-Chile Joint Parliamentary Committees;
