His Excellency the Governor General in Council, on the recommendation of the Minister of Indian Affairs and Northern Development, and for the reason that the lands are required to facilitate the settlement of the land claims by the Inuit of the Nunavut Settlement Area, is pleased hereby, pursuant to paragraph 23(a) of the Territorial Lands Act, to order the withdrawal from disposal of the lands described in the schedule hereto, including mines and minerals, whether solid, liquid or gaseous, and construction material that may be disposed of pursuant to the Territorial Quarrying Regulations, but excluding timber that may be disposed of pursuant to the Forest Management Act (Northwest Territories), for the period terminating on May 31, 1995, or on the date of coming into force of the legislation ratifying the land claims Agreement between the Inuit of the Nunavut Settlement Area and Her Majesty in Right of Canada, whichever comes first, without prejudice to the following interests, including any renewals, replacements, extensions or transfers thereof:

A few examples include land use planning that's going on in the Dehcho and Sahtu regions of the Northwest Territories, land use plans led by the Innu of Labrador, the Northwest Territories protected areas strategy, and the establishment of large provincial protected areas proposed by indigenous communities in northern Quebec and Manitoba.
