Recalls the recent agreement on the 2014-2020 multiannual financial framework (MFF) including new flexibility instruments, which defines the main parameters for the annual budgets until 2020; expects that the Council will not attempt to impose restricted interpretations of specific provisions; underlines the fact that each annual budget must be in line with Council Regulation (EU, Euratom) No 1311/2013 and with the Interinstitutional Agreement of 2 December 2013 on budgetary discipline, on cooperation in budgetary matters and on sound financial management and should not be considered an excuse to re-negotiate the MFF; is convinced that a high level of environmental protection in the European Union, health as a precondition for economic prosperity, food and feed safety and mechanisms to help protect against natural and man-made disasters are of core value to all European citizens;

The text of the Amending Protocol, which is the result of negotiations, duly reflects the negotiating directive therefor issued by the Council, as it aligns the Agreement between the European Community and the Principality of Liechtenstein providing for measures equivalent to those laid down in Council Directive 2003/48/EC on taxation of savings income in the form of interest payments (3) (the ‘Agreement’) with the latest developments at international level concerning the automatic exchange of information, namely, with the global standard for automatic exchange of financial account information in tax matters developed by the Organisation for Economic Cooperation and Development (OECD).

On 14 May 2013 the Council authorised the Commission to open negotiations with the Principality of Liechtenstein to amend the Agreement between the European Community and the Principality of Liechtenstein providing for measures equivalent to those laid down in Council Directive 2003/48/EC on taxation of savings income in the form of interest payments (1) (the ‘Agreement’), in order to align it with recent developments at global level whereby it was agreed to promote the automatic exchange of information as an international standard.

43. Welcomes the agreements reached between Sudan and South Sudan on resuming oil exports and border demilitarisation, and calls on both countries to respect them; calls on each of the two countries to cease harbouring or supporting rebel groups from the other; urges further negotiations on the delimitation of the borders between the two countries, in order to avoid further outbreaks of conflict which would jeopardise the recent agreement, and recommends that both leaders continue talks in order to reach agreement on the status of Abyei and other disputed areas, in line with the AU Roadmap and UN Security Council Resolution 2046 and as soon as possible; congratulates ex-President Mbeki’s High Level Panel, which was part-financed by the EU, on the successes it has achieved, with AU support, in negotiating and mediating between Sudan and South Sudan; calls on the EUSR for Sudan and South Sudan to coordinate with the heads of delegation in Sudan and South Sudan so as to ensure that the EU’s engagement, political efforts and assistance maintain a very high degree of visibility;

be developed using as far as practicable the relevant provisions of Regulation (EC) No 549/2004 and of Regulation (EC) No 550/2004 of the European Parliament and of the Council of 10 March 2004 on the provision of air navigation services in the single European sky (the service provision Regulation) (13), Regulation (EC) No 551/2004 and Regulation (EC) No 552/2004 of the European Parliament and of the Council of 10 March 2004 on the interoperability of the European Air Traffic Management network (the interoperability Regulation) (14) and provide for transitional mechanisms to ensure the continuity of certificates already granted under those Regulations; initially they shall include the safety provisions of those Regulations and, where appropriate, in case of future amendments, take into account latest scientific and technical progress;

Clearly therefore, the Council attaches great importance to human rights and to corporate social responsibility. Consequently, it welcomed the Commission’s recent Green Paper.
