Urges the EU to pro-actively contribute and support, at the upcoming UNHRC session, a resolution relating to the report on follow-up of the committee of independent experts to the international fact-finding mission on the Gaza conflict, in order to ensure accountability for the violations of international law and support a referral to the GA and to International Justice mechanisms in the event of Israel and Palestinian parties failing to comply with their obligation to carry out investigations according to international standards; further calls on the High Representative to actively monitor compliance with the findings of the ‘Follow-up to the report of the international fact-finding mission on the incident of the humanitarian flotilla’, ensuring principles of accountability and liability are upheld; underlines in this respect that human rights aspects have to be first discussed within the EU-Israel Association Council and the EU-PA Joint Committee; is particularly concerned by the fact that the conclusions of the EU-Israel Association Council of 21 February 2011 do not reflect the EU position on this matter;

Is deeply concerned by the campaign of defamation against Israeli human rights organisations, including arrests and restrictions of movement; considers also that the bill on 'disclosure requirements for recipients of support from a foreign political entity', which has similarities with the Russian NGO Law, endangers the exercise of freedom of expression and of association, as guaranteed by Articles 19 and 22 of the ICCPR, to which Israel is a party, and asks the Knesset to withdraw it; urges the EU, in this connection, to raise the issue at the highest level in its discussions with Israel at the EU-Israel Association Council, scheduled for 23 March, and calls on the High Representative of the Union for Foreign Affairs and Security Policy to do likewise when visiting Israel in March;

Vu qu'Israël ne respecte toujours pas l'avis consultatif du 9 juillet 2004 de la Cour internationale de justice, le Conseil pourrait-il expliquer pourquoi la mise en œuvre de l'avis rendu par le plus haut tribunal international, qui s'impose erga omnes à l'ensemble des États membres, ne serait pas inscrite en premier point de cet ordre du jour?
Could the Council outline the process by which the agenda for the EU-Israel Association Council is decided and, in the light of Israel's continued failure to comply with the ICJ opinion of 9 July 2004, could the Council offer any possible justification as to why the implementation of the opinion of the highest international court, which articulates erga omnes incumbent on all Member States, should not be at the top of the agenda?

Du fait que l’accord technique de coopération douanière entre l’UE et Israël, entré en vigueur le 1 février 2005, ne constitue pas une décision juridiquement contraignante prise en vertu de l’accord d’association UE-Israël et n’a pas été approuvé par le Conseil d’association, Israël est-il juridiquement tenu envers la Communauté européenne de continuer à mettre en œuvre l’accord, ou bien cet État a-t-il légalement la possibilité de suspendre à tout moment l’application de celui-ci?
Since the technical arrangement on EU-Israel customs cooperation put into effect on 1 February 2005 was not adopted as a legally binding decision taken under the EU-Israel Association Agreement nor endorsed by the Association Council, is Israel under any legally binding contractual obligation to the European Community to continue implementing the arrangement, or is Israel legally entitled to abandon the arrangement at any time?

Whereas Decision No 1/98 of the EC-Turkey Association Council of 25 February 1998 on the trade regime for agricultural products establishes the system of preferences applicable to imports into the Community of agricultural products originating in Turkey; whereas provision should be made to allow the Commission to adopt special detailed rules for the application of that new import regime, without prejudice to Articles 6 and 7 of Council Regulation (EC) No 1981/94 of 25 July 1994 opening and providing for the administration of Community tariff quotas for certain products originating in Algeria, Cyprus, Egypt, Israel, Jordan, Malta, Morocco, West Bank and Gaza Strip, Tunisia and Turkey, and providing detailed rules for extending and adapting these tariff quotas (1);
