2. [Text] Question No. 14 Mr. John Cummins: With regard to the used hovercraft, the Liv Viking, which was recently acquired by the Canadian Coast Guard base at Vancouver International Airport to provide search and rescue service: (a) what was the original purchase price of the Liv Viking when originally constructed; (b) what was the purchase price of the Liv Viking paid by the Government of Canada; (c) what was the cost of the refit; (d) what were the design costs; (e) what were the costs of survey engineering and related feasibility work; (f) what were the travel and associated expenses of the Coast Guard, Public Works and other government agencies associated with the selection, design, purchase and refit of the Liv Viking; (g) what were the total administrative charges levied against the project; (h) what was the cost to put the Liv Viking into service; (i) when was the Liv Viking originally constructed; (j) when did it go into service in Europe; (k) what was the nature of the service in Europe; (l) when was it withdrawn from service in Europe; (m) why was it withdrawn from service in Europe; (n) how many hours of service did it have in Europe; (o) what happened to the hovercraft when it was taken out of service in Europe; (p) what are the maximum wind conditions (in knots) in the Coast Guard's Search and Rescue (SAR) Area 303 (where the Liv Viking will be expected to operate) in (i) spring, (ii) summer, (iii) fall, and (iv) winter and is the craft certified to operate in such conditions; (q) what is the wave height (percentage of time) in SAR Area 303 for the following wave height conditions – 0-1 metre, 1-2 meters, 2-3 metres and 3 or more metres – in (i) spring, (ii) summer, (iii) fall, and (iv) winter and has the craft been accredited to operate in such conditions; (r) do the operational performance requirements ensure that the craft has the ability to (i) undertake search and rescue operations in wave heights of 3 metres and winds of 40 knots, ( ...

Expenditure on the purchase or construction of plant and equipment that is to be permanently installed and fixed in the project shall be eligible, provided that it is included in the inventory of durable equipment of the body responsible for implementation and that it is treated as capital expenditure in accordance with standard accounting conventions.

Diane Marleau (Minister of Public Works and Government Services, Lib.): Insofar as Public Works and Government Services Canada is concerned, no tenders have been awarded in the last twelve months that were not accompanied by a deposit cheque, where the terms of the tender stated that ``a certified cheque payable to the Receiver General for Canada in an amount equal to 10% of the price offered must be submitted as a deposit with the offer to purchase''.

Les notions d'exportation et d'importation dans les échanges intracommunautaires sont donc supprimées et le franchissement de la frontière n'est plus l'origine de l'obligation fiscale comme c'est le cas actuellement. a) pour les particuliers, cela signifie la liberté d'acheter dans l'Etat membre de leur choix, les marchandises taxées aux conditions de cet Etat et de les utiliser librement dans leur Etat de résidence, ce qui implique notamment la suppression des franchises- voyageurs (cf. point III) Toutefois, afin de limiter au cours de la période transitoire les principaux risques de distorsions de concurrence liés aux écarts de taux de TVA, le taux appliqué sera celui du pays de destination pour : - les achats de véhicules de tourisme neufs (automobiles et motocyclettes) qui seront taxés dans le pays d'immatriculation; - les achats effectués auprès de sociétés spécialisées dans la vente par correspondance qui seront taxés dans le pays d'arrivée de ces biens. b) Pour les opérations entre assujettis à la TVA, (en général des entreprises), le régime transitoire est caractérisé par le système suivant : - l'opération de livraison vers un autre pays de la Communauté est exonérée de TVA; - l'acquisition dans le pays d'arrivée des marchandises est soumise à TVA et la taxe est exigible auprès de l'acquéreur.
The concepts of importation and exportation in intra-Community trade would thus no longer exist and the crossing of a frontier would cease to be the event giving rise to a tax obligation: - 5 - (a) For individuals, this would mean freedom to purchase goods in the Member State of their choice (with those goods being taxed according to the conditions applicable in that Member State) and to use them without restriction in their Member State of residence; as a result, travellers' allowances would have to be scrapped (cf. point III).
