31. Emphasises that the EU’s support to the fight against impunity should cover a number of initiatives that include, among others: increased efforts to promote wider ratification and implementation of the Rome Statute and of the Agreement on Privileges and Immunities (APIC) in order to make the Court truly global and universal; enhanced efforts to secure full cooperation with the Court, including through enacting relevant national legislation on cooperation and concluding framework agreements with the ICC for the enforcement of the Court’s sentences, the protection and relocation of victims and witnesses, etc, in order to facilitate adequate and timely cooperation with the Court; and determined political and diplomatic support, in particular with regard to the execution of pending arrest warrants;

3. Les pouvoirs adjudicateurs ou les entités adjudicatrices peuvent décider de ne pas communiquer certains renseignements concernant l’adjudication des marchés ou la conclusion d’accords-cadres, visés au paragraphe 1, lorsque leur divulgation ferait obstacle à l’application des lois ou serait contraire à l’intérêt public en particulier les intérêts en matière de défense et/ou de sécurité, ou porterait préjudice aux intérêts commerciaux légitimes d’opérateurs économiques publics ou privés ou pourrait nuire à une concurrence loyale entre ceux-ci.
3. Contracting authorities/entities may decide to withhold certain information on the contract award or the conclusion of the framework agreements referred to in paragraph 1 where release of such information would impede law enforcement or otherwise be contrary to the public interest, in particular defence and/or security interests, would prejudice the legitimate commercial interests of economic operators, whether public or private, or might prejudice fair competition between them.

52. se félicite de la conclusion des accords cadre entre les partenaires sociaux sur le stress au travail, le harcèlement et la violence sur le lieu de travail; déplore toutefois que le dernier accord ne mentionne pas explicitement la question de la violence imputable à un tiers; demande par conséquent aux partenaires sociaux de conclure un accord multisectoriel sur cette question, et à la Commission de présenter des propositions au cas où un accord ne pourrait être dégagé; observe que d'après certaines études, les travailleurs temporaires et sous contrat de courte durée sont particulièrement exposés au harcèlement et à la violence sur le lieu de travail et demande donc que les accords tiennent compte tout particulièrement de ces groupes;
52. Welcomes the conclusion of the framework agreements between the social partners on stress at work and on harassment and violence in the workplace; regrets, however, that the latter agreement does not explicitly cover the issue of third party violence; therefore calls on the social partners to conclude a multi-sector agreement on this issue and the Commission to come forward with proposals, should such an agreement not be attainable; notes that studies show that temporary and short-term workers are specially vulnerable to becoming victims of harassment and violence at the workplace; calls, therefore, for agreements to take particular account of these groups;
