E. whereas the conclusion of the Association Agreement is not an end in itself, but is part of a broader process of enhancing the European perspective of the Republic of Moldova politically, economically and socially; whereas the launch of the visa-free regime for Moldovan citizens, the conclusion of agreements in the areas of aviation, agriculture and civil protection on the participation by the Republic of Moldova in EU agencies and programmes and on common security and defence policy cooperation, and, most importantly, the signature of the EU-Republic of Moldova Association Agreement represent a tangible expression of this process; whereas, to this end, the implementation of all agreements is essential;

Le Conseil ayant décidé, en juillet 2014, de scinder la conclusion de cet accord d'association UE-Ukraine en deux décisions, l'une concernant l'accord d'association sans la disposition relative au traitement des ressortissants de pays tiers et l'autre portant sur la disposition relative au traitement des ressortissants de pays tiers employés légalement sur le territoire de l'autre partie, comme le prévoit l'article 17 de l'accord, au motif que cette dernière disposition relevait du champ d'application de l'article 79, paragraphe 2, point b) (partie III, titre V) du traité sur le fonctionnement de l'Union européenne, l'approbation par le Parlement européen de l'article 17 de l'accord relève de la compétence de la commission des libertés civiles, de la justice et des affaires intérieures (LIBE).
As the Council decided on July 2014 to split the conclusion of the EU-Ukraine Association Agreement into two decisions, one concerning the Association Agreement, without the provision relating to the treatment of third-country nationals, and one concerning the provision relating to the treatment of third-country nationals legally employed as workers in the territory of the other party, as included in Article 17 of the Agreement, arguing the latter falls within the scope of Part III, Title V of the Treaty on the Functioning of the European Union (Article 79 (2) (b) thereof), consent by the European Parliament to Article 17 of the Agreement falls under the responsibility of the Committee on Civil Liberties, Justice and Home Affairs (LIBE).

Les accords de partenariat et de coopération, les accords d'association et d'autres accords existants ou à venir qui établissent des liens avec les pays partenaires, les communications de la Commission, les conclusions du Conseil européen et les conclusions du Conseil correspondantes, ainsi que les déclarations faites lors de sommets ou les conclusions pertinentes de réunions ministérielles avec les pays partenaires relevant de la PEV, y compris dans le cadre du Partenariat oriental et de l'Union pour la Méditerranée, ainsi que les résolutions pertinentes du Parlement européen, forment, dans le respect du principe d'appropriation, le cadre stratégique global du présent règlement pour la programmation et la mise en œuvre du soutien apporté par l'Union au titre du présent règlement.
1. The partnership and cooperation agreements, the association agreements and other existing or future agreements that establish a relationship with partner countries, corresponding Commission communications, European Council conclusions, and Council conclusions, as well as relevant summit declarations or conclusions of ministerial meetings with the partner countries of the ENP, including in the context of the Eastern Partnership and the Union for the Mediterranean, and also relevant European Parliament resolutions, shall, while respecting the principle of ownership, constitute the overall policy framework of this Regulation for programming and implementing Union support under this Regulation.

4. Deux déclarations jointes à l’Accord interinstitutionnel du 17 mai 2006 – déclaration n°1 de la Commission sur l’évaluation du fonctionnement de l’AII et déclaration n°3 relative au réexamen du cadre financier annexée à l’AII- reflètent par ailleurs ces conclusions qui associent le Parlement européen au processus de réexamen.
4. Two declarations contained in the Interinstitutional Agreement of 17 May - declaration N° 1 on the assessment of the functioning of the IIA and declaration N° 3 on the review of the IIA - reflect these conclusions, involving the European Parliament.

The Fisheries Agreement, which is the most important of those concluded by the European Union, and one whose impact has been debated on numerous occasions by Parliament, is inseparable from the Association Agreement, such that it would be impossible for the union to give its consent to the Association Agreement unless it were sure that the Fisheries Agreement would be concluded.
