2. observe, depuis le dernier sommet UE-Inde (décembre 2010), que l'Union européenne et l'Inde, au bout de plus de trois ans de négociation sur l'accord de libre-échange, sont arrivées à une étape cruciale dans les négociations; encourage donc les deux parties à veiller, à tous les stades des négociations, à consulter pleinement leurs acteurs-clés; les conjure de n'envisager que la conclusion d'un accord de libre-échange qui soit équitable et équilibré, dans l'intérêt commun des sociétés et des économies tant de l'Europe que de l'Inde; estime que la crise multiple à laquelle le monde est confronté devrait conduire l'Union européenne et l'Inde à faire preuve de prudence à chaque stade des négociations commerciales et insiste sur le fait qu'un accord bilatéral de libre-échange ne saurait impliquer des modifications de la législation en vigueur aussi bien en Europe qu'en Inde;
2. Notes that, after the latest EU-India Summit (December 2010) and more than three years of negotiations on a Free Trade Agreement, the EU and the Indian Government are at a crucial point in the negotiations; hence encourages the negotiating parties to ensure full consultation, at all stages, with their key stakeholders; calls on both parties to only envisage the conclusion of a fair and balanced FTA in the common interest of both European and Indian societies and economies; considers that the multiple crisis the world is facing should lead the EU and India to maintain a prudent approach at any stage of the trade negotiations and insists that an FTA should not precondition any legislative changes either in Europe or in India;

In accordance with the mechanisms and directives in the Annex to the ”horizontal mandate”, the Commission has negotiated a Horizontal Agreement with the Government of the Republic of India that replaces certain provisions in the existing bilateral air services agreements between Member States and India.

Notes that the EU is an important source of foreign direct investment (FDI) for India, accounting for approximately 19,5% of India's total FDI flows, and that India's cumulative direct investments in joint ventures and wholly-owned subsidiaries in the EU (from April 1996 to 2006/2007) amounted to EUR 4 315,87 million, making the EU the largest destination of overseas investment for India; recognises that investment flows between the EU and India have been rising, and are due to rise even more following the successful conclusion of the FTA;

1. se félicite de la détermination de l'Inde et de l'UE à faire un succès du programme de Doha pour le développement, qu'ils souhaitent ambitieux; invite à cet effet l'Inde à utiliser sa position de leader au sein du G20 (Groupe des pays en voie de développement) afin de parvenir fin 2006 à un accord équilibré favorable au développement entre les pays développés, les économies émergentes et les pays en développement; observe que les négociations du programme de Doha ne sont pas incompatibles avec des négociations bilatérales OMC+; constate que la conclusion du cycle de Doha amoindrira la valeur de programmes tels que le SPG pour les pays en développement comme l'Inde, étant donné que leur marge de préférence actuelle se trouvera encore réduite; invite l'UE à proposer à l'Inde de conclure un accord de libre-échange, sur le modèle de celui qu'elle a signé avec le Chili et qui supprime les droits de douane pour les exportations des deux parties suivant le principe de réciprocité, et invite le groupe de haut niveau sur le commerce à étudier des opportunités mutuelles à cet égard;

Welcomes both India's and the EU's commitment to a successful and ambitious outcome of the DDA; calls to this end on India to use its position as leader of the G20 to reach, by the end of 2006, a balanced agreement favourable to development between the developed countries, the emerging economies and the developing countries; notes that negotiations on the DDA are not incompatible with bilateral WTO+ negotiations; notes that an outcome of a concluded Doha Development Round will reduce the value of schemes such as the GSP to developing countries like India, by further reducing the margin of preference they enjoy at present; calls on the EU to offer to enter into a free trade agreement with India, along the lines of its agreement with Chile, which provides for duty-free entry for the exports of both parties on a reciprocal basis, and calls on the High Level Trade Group to explore mutual opportunities in this regard;
