Un programme de communication couvrant la période 2001-2006 a été préparé afin de définir l'information à fournir aux différents groupes cibles de l'ISPA. Ce programme insistait sur l'importance d'expliquer les procédures durant la première année et de faire connaître les résultats à partir de 2002. Il sera mis en oeuvre au moyen de contrats cadres que la Commission (DG Politique régionale) a conclus au début de 2002 et de contrats restant à conclure concernant l'exécution d'activités d'information et de communication pour les différents fonds relatifs à la cohésion économique et sociale (Fonds européen de développement régional, Fonds de cohésion et ISPA).
A 2001-2006 communication programme was prepared outlining the information to be provided to the different target groups for ISPA. It specified the importance to explain the procedures during the first year and to show results from 2002 on. It will be implemented by using the framework contracts that the Commission (DG Regional Policy) concluded early in 2002 and contracts still to be concluded for carrying information and communication activities in relation to different funds related tot he economic and social cohesion (the European Regional Development Fund, the Cohesion Fund and ISPA).

In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission with respect to the list of Member States or parts thereof that have equivalent favourable status with regard to rabies and that are authorised to conclude mutual agreements to derogate from certain conditions applicable to the non-commercial movement of pet animals, the list of Member States categorised in accordance with the rules concerning preventive health measures against diseases and infections other than rabies, the lists of territories and third countries established for the purpose of derogating from certain conditions applicable to non-commercial movement, the model for the identification documents that are to accompany pet animals of the species listed in Annex I during non-commercial movement into a Member State from another Member State or from a territory or a third country, the rules on the format, layout and languages of the declarations to be signed, and the safeguard measures in the event of the occurrence or spread of rabies or of a disease or infection other than rabies.

If the Member State fails to respond to the Commission request within the period set or if the response is considered unsatisfactory or demonstrates that the expenditure has not been effected in accordance with Union rules, the Commission may reduce or suspend the monthly or interim payments to the Member State concerned in the framework of the implementing acts concerning the monthly payments referred to in Article 18(3) or in the framework of the interim payments referred to in Article 36.

Clause 35 concludes in these terms: In formulating and carrying out any plans under subsection (1), the Minister may: (a) cooperate with the provinces and with municipalities; (b) enter into agreements with any person or body, including the government of any province or any department, branch or agency of such a government, respecting the carrying out of those plans; and (c) make grants and contributions and, with the approval of the Governor in Council, provide other forms of financial assistance (3) The Minister may, in exercising the powers and carrying out the duties and functions mentioned in this section, including in relations to technical surveys, consult with, and inaugurate conferences of representatives of producers, industry, the universities, labour and provincial and municipal authorities.

Regarding enforcement and compliance issues, including inspections, Bill S-11 only addresses these matters in subclauses 5(1), 5(2) and 5(3), which authorize the Minister of Indian Affairs and Northern Development or the Minister of Health or both together to enter into agreements " with any province, corporation or other body" to administer and enforce any of the regulations under the act.
